About the role

This is an intermediate-level position focused on supporting the strategic procurement process, as well as the creation, monitoring, and maintenance of contracts. The Procurement and Contract Specialist will coordinate with relevant business functions to develop and execute streamlined processes that enhance efficiencies and timeliness in procurement and contract management. The role also involves assisting with the administration of supplier qualification programs, including evaluating vendor performance, maintaining an adequate vendor base, and documenting vendors’ annual requirements such as insurance certificates, site-specific training, OSHA/MIOSHA training, facility inspections, safety records, and work/service approval.

Responsibilities

  • Consult regularly with Finance, Program, and Strategic Operations to discuss, plan, develop, and implement programs to improve procurement and contract effectiveness and timeliness.
  • Establish and implement the corporation’s procurement policy, updating it as needed to meet federal, state, and local audit guidelines.
  • Develop and advertise Requests for Proposals/Quotes (RFP/Q) to invite suppliers to bid on projects or jobs.
  • Partner with stakeholders on strategy, contract negotiations, and the purchasing process.
  • Assist in negotiating and administering corporate procurement contracts for the acquisition of goods, materials, and services.
  • Evaluate bids and prepare bid analysis; conduct cost/price analyses.
  • Monitor bidders for federal and state debarment.
  • Assist in developing contract work scopes with appropriate corporate personnel.
  • Develop and maintain contract policies and procedures; oversee maintenance of contract records and files; prepare reports on contract status and information.
  • Renegotiate or modify contracts as necessary due to policy changes or additional service needs; monitor expiration dates and prepare contract extensions.
  • Coordinate the preparation of contract documents.
  • Assist auditors during compliance reviews.
  • Perform other duties as assigned.

Requirements

  • Knowledge of governmental guidelines for procurement and contracting of state/federal funds.
  • General knowledge of accounting and financial management principles and practices.
