Procurement Specialist
About the role
This is an unclassified contract position in the Supply Chain Management department, located in various locations within the City of El Paso, TX. The role involves performing entry-level procurement duties, purchasing commodities and services, and locating competitive sources and prices for products and services.
Responsibilities
- Assist with the receipt, review, and revision of solicitation documents and purchase orders to ensure compliance with applicable statutes.
- Assist with the preparation of purchase orders and place orders for the purchase of goods and services.
- Assist in the development of solicitations for goods and services and construction services.
- Assist with and schedule bid openings.
- Monitor bid start/stop dates and contract expiration dates.
- Research product lines, prices, product sources, and other relevant purchasing information.
- Administer and monitor contracts, ensuring timely delivery of goods and services.
- Act as liaison between department and contractor in case of disputes, clarifications, and complaints.
- Establish and maintain procurement and contract-related filing systems.
- Process requisitions, purchase orders, and master contracts.
- Provide administrative support to professional procurement staff.
- Assist the public and other city departments with purchasing information.
- Maintain vendor database by entering new and updated account information.
- Process vendor and account source documents by reviewing data for completeness and accuracy.
- Oversee and monitor work in progress and completed projects.
- Represent the department and provide technical support, information, and guidance on procurement issues.
Requirements
- Associate degree or higher in Business or Public Administration, Management or related field, and five (5) years of administrative support experience.
- Or a Bachelor's degree in Business, Public Administration or a related field.
- Some positions may require a valid Texas Class "C" Driver's License or equivalent from another state by the time of appointment.
Qualifications
Applicants with a foreign degree must have all documents translated and evaluated by an agency of the National Association of Credential Evaluation Services (NACES) prior to submitting them to the Human Resources Department.
Skills
Ability to provide professional services in the areas of procurement management, research product lines, prices, product sources, and other relevant purchasing information.
Pay
Salary: $49,753.60 - $62,192.00 Annually
