Responsibilities

  • Perform and document requirements analyses
  • Coordinate with business owners to draft procurement request documentation, including statements of work or performance work statements and IGCEs
  • Conduct and document alternatives analyses as well as market research
  • Conduct and document procurement risk assessments
  • Prepare and implement procurement strategies, ensuring compliance with appropriate guidelines
  • Develop Capital Planning and Investment Control documentation and manage the Capital Planning and Investment Control Process in accordance with OMB Circular A-11 as well as applicable DHS instructions

Requirements

  • Master’s Degree, preferably in finance or accounting
  • Strong proficiency with Microsoft Office
  • 10 years of demonstrated experience
  • Detail-oriented with the ability to handle multiple priorities
  • Strong interpersonal communication and teamwork skills
  • Exceptional writing ability
  • Enjoys a team-oriented environment but able to function independently
  • Takes ownership of projects and can prioritize assignments
  • Ability and willingness to travel to Washington, DC occasionally
  • Eligibility to receive DHS suitability required; current DHS Suitability preferred
  • Must be a U.S. citizen or currently authorized to work in the United States on a full-time basis
  • Must be able to obtain and maintain a Public Trust or Suitability Determination
