The selected candidate will work independently on a purchasing team under the direction of the Chief and Assistant Chief or Administrative Supervisor in the Financial Services Office, Purchase and Property Unit. Responsibilities include utilizing organizational sourcing strategies, communicating with customers and vendors, providing technical assistance to statewide purchasing staff, negotiating best value, maintaining vendor databases, and resolving vendor issues.

Responsibilities

  • Write and analyze bid specifications
  • Evaluate contracts and bid proposals
  • Review State contracts
  • Coordinate the bid process for RFPs, RFQs, and RFIs; make recommendations for waivers of advertising
  • Investigate and resolve complex contract issues
  • Write policies and procedures
  • Plan implementation and communication of projects
  • Handle day-to-day ordering functions for commodities and services
  • Analyze purchase requisitions and create purchase orders
  • Document office procedures
  • Conduct analysis of equipment usage and services
  • Related duties as assigned

Experience with writing, evaluating, and overseeing multiple commodities in a fast-paced environment is required. The role demands strong attention to detail, negotiation skills for a variety of commodities, proficiency in MS Office applications, and excellent interpersonal and communication skills. A Professional certification such as Certified Professional Public Buyer (CPPB) is beneficial. Regular and predictable physical presence at the worksite is essential.

Qualifications

Graduation from an accredited college or university with a bachelor’s degree and three years of professional experience, one of which must be in program development, coordination, analysis, administration, and/or administrative research. Experience in purchasing is preferred.

Substitution:

  • Additional paraprofessional or professional experience may substitute for education on a year-for-year basis (one year of experience equals 30 semester hour credits).
  • An associate degree with two years of additional paraprofessional or professional experience may substitute for a bachelor’s degree.
  • A master’s degree may substitute for one year of experience.
  • A law degree from an ABA-approved law school may substitute for two years of experience. Note: Only one substitution (master’s or law degree) may be used.

Education Note: Degrees conferred outside the United States must be evaluated by a recognized evaluation service (see NACES).

Requirements

  • Driver’s License: Required only if operating a vehicle is necessary for essential duties.
  • Authorization to Work: U.S. citizenship is not required, but the selected candidate must be authorized to work in the U.S. per Department of Homeland Security regulations.
  • Background Check: Newly hired employees must consent to a thorough background check, including fingerprinting.
  • Residency: In accordance with the "New Jersey First Act," newly hired employees must establish and maintain principal residency in New Jersey within one year. Exemptions may be requested for hardship or employer critical need.

Pay

The salary range for this position is:

  • Schedule A: $61,749.69 to $100,154.67
  • Schedule B: $61,749.69 to $95,146.95

Newly hired individuals typically start at the minimum of the salary range. Current Judiciary employees receive a 5% base salary increase upon promotion or advancement, not to exceed the maximum of the range or the minimum of the band/level, whichever is greater.

Schedule Notes:

  • Judiciary employees hired prior to June 3, 2014, are considered Schedule A.
  • Newly hired individuals and employees hired on or after June 3, 2014, are considered Schedule B.

Schedule

The Judiciary offers a hybrid work schedule. This position may qualify for up to 2 days of remote work outside of Judiciary buildings. Participation requires high-speed home internet access and installation of a multifactor authentication app on a phone or tablet.
