Procurement Officer - Lead IT Procurement Officer - MS - MDHS

Responsibilities

• Ensure contract management activities for all IT procurement are undertaken.
• Provide timely oversight and project management.
• Make acquisition of products, services, and technical staff in accordance with state laws and Information Technology Services (ITS) procurement guidelines.
• Research, evaluate, and acquire products based on need and solution desired.
• Create Request for Proposals (RFPs) by following the procurement guidelines for the RFP process.
• Create other solicitations to acquire goods and services.
• Review and score proposals, bids, and quotes.
• Analyze information to determine the best products and services for the agency's needs.
• Partner with ITS to obtain oversight and leadership on various IT projects.
• Communicate with the internal user community.
• Communicate with the external vendor community and potential vendors.

Requirements

• 10 years of experience gathering, documenting, and communicating business requirements and/or user stories.
• 10 years of experience defining and documenting business requirements, user stories, processes, and workflows.
• 10 years of experience organizing project teams and work plans for multiple projects.
• 10 years of experience as a Business Analyst and/or Project Manager.
• 10 years of experience working in State Government.
• 10 years of experience creating solicitations to acquire IT software and services.
• Certified Mississippi Purchasing Agent (CMPA) certification highly desired.

About the role

Diversified Systems is searching for a Lead IT Procurement Officer to oversee IT procurement, contract management, project coordination, and acquisition activities. The consultant will provide leadership in procurement planning, solicitation development, vendor engagement, contract oversight, and stakeholder coordination while ensuring compliance with state laws and Information Technology Services (ITS) procurement guidelines.

Qualifications

10 years of experience gathering, documenting, and communicating business requirements and/or user stories required.

10 years of experience defining and documenting business requirements, user stories, processes, and workflows required.

10 years of experience organizing project teams and work plans for multiple projects required.

10 years of experience as a Business Analyst and/or Project Manager required.

10 years of experience working in State Government required.
