About the Role

The Virginia Department of Fire Programs is seeking a knowledgeable and motivated professional to serve as a Procurement Officer. The Procurement Officer will provide quality customer support and procure goods and services for the agency according to the regulations referenced by the Virginia Public Procurement Act and the Commonwealth of Virginia Agency Procurement and Surplus Property Manual.

  • Procure goods and services for the agency in a timely manner.
  • Communicate with vendors regarding orders, returns, and billing discrepancies.
  • Follow all rules and regulations as referenced by the Virginia Public Procurement Act and the Commonwealth of Virginia Agency Procurement and Surplus Property Manual, including Small, Women-owned, and Minority-owned Business (SWaM) requirements and agency policies and procedures.
  • Ensure terms and conditions for purchased goods/services are identified prior to purchase.
  • Utilize a Small Purchase Credit Card (SPCC) to pay for goods/services and perform monthly reconciliation of the card.
  • Process procured goods/services through the eVA system.
  • Track purchasing and SPCC requisitions/orders.
  • Receive all orders and ensure delivery of orders to employees.
  • Maintain term contract listings, including updates.
  • Provide guidance to internal and external customers regarding procurement actions, contracts, and related policies.
  • Track inventory and surplus items for the agency.
  • Serve as back-up to the Purchasing Manager for certifying the SWaM Dashboard data.
  • Assist with solicitation of Request for Proposals (RFPs), Invitation for Bids (IFBs), and VBO buyer solicitations.
  • Assist with developing the agency’s SWaM Program.

Requirements

  • Considerable knowledge of contract and procurement laws, regulations, policies, and procedures in the Commonwealth.
  • Knowledge of contract purchases and the procurement of services and goods, specifically Request for Proposal (RFP), Invitation for Bid (IFB), Sole Source, and Emergency Procurement.
  • Considerable experience utilizing a Small Purchase Credit Card (SPCC) and performing monthly reconciliation of the card.
  • Ability to work independently with minimum supervision in a fast-paced environment.
  • Experience working with internal and external customers.
  • Experience making oral and written presentations as well as providing occasional hands-on training.
  • Considerable knowledge and ability with PC applications (MS-Suite, Word, PowerPoint, Outlook, Excel, etc.).
  • Virginia Contracting Associate (VCA) certification must be obtained within one (1) year of employment.

Preferred Qualifications

  • Virginia Contracting Associate (VCA) certification or Virginia Contract Officer (VCO) certification.
  • Considerable experience with contract purchases and the procurement of goods and services, specifically Requests for Proposal (RFP) and Invitation for Bid (IFB).

Special Requirements

  • VCA certification must be obtained within one (1) year of employment.
  • Applicant must successfully complete a background check.
  • Must be eligible for employment in the United States and at least 18 years of age.
  • A one-year probationary period is required of all newly hired state employees.

Pay

$60,000 - $75,000.00
