Responsibilities
- Purchase highly technical, large volume, and high-cost items for multiple offices and facilities of NDVA.
- Receive requisitions and prepare purchase orders; contact vendors and sales representatives for product information.
- Assist with contract negotiation and preparation, and bid awards.
- Review vendor quotations to determine conformance to specifications.
- Prepare or evaluate requisitions for completeness or appropriateness.
- Prepare specifications for bidding, requests for information, requests for proposals, and related documents for the procurement of services.
- Take responsibility for the purchase process, including creating purchase orders, confirming orders, and packaging information for payment.
- Ensure compliance with state procurement policies and procedures.
- Supervise the Procurement Specialist and work closely with the Legal team, Facility Supply teams, and Finance team.
Requirements
- Bachelor’s degree in business administration, procurement, supply/inventory operations, or related field and three years of procurement-related experience.
- Experience can be substituted for education on a year-for-year basis.
Skills
Knowledge of:
- State purchasing regulations, methods, procedures, and business practices to make purchases involving specialized requirements.
- Solicitation or purchasing methods; price analysis techniques; various procurement clauses; post-award procedures.
Skill in:
- Analyzing descriptions that have unique aspects and many critical characteristics.
- Maintaining effective work relationships with internal and external entities.
- Researching and evaluating products, services, productivity, and processes.
- Writing bid specifications and service contracts; evaluating bids.
Ability to:
- Communicate effectively.
- Work independently and prioritize work assignments.
- Develop and enforce purchasing procedures, regulations, and statutes.
