About the role

We are seeking a Procurement Officer to provide subcontract/procurement support to the Oak Ridge National Laboratory (ORNL). This is a hybrid/remote position requiring a minimum of 2 or more days on-site per week. The Procurement Officer will focus on administering and managing commercial subcontracts and/or purchase orders for commercial services and materials, with a high level of professionalism and customer service.

Responsibilities

  • Plan, negotiate, award, and administer purchase orders/subcontracts with low to medium complexity and value.
  • Conduct pre-procurement planning with customers, pre-proposal conferences, and facilitate management reviews.
  • Lead purchase order/subcontract negotiations and participate in process improvement teams.
  • Award evaluated/best-value procurements and manage purchase order/subcontract closeout.
  • Review purchase requests and specifications to ensure adherence to Department of Energy (DOE) prime contract requirements, ORNL, and Contracts Division policies and procedures.
  • Develop and maintain accurate and complete files according to division and company procedures.
  • Act as the primary point of contact for all functions related to each award.
  • Coordinate award activities with appropriate parties (Customers, Receiving, Requisitioners, Accounts Payable, Materials Clerks, Legal, Property, etc.).
  • Use discretion, market research, and judgment to determine the best approach for acquisition solutions based on contracting experience and knowledge.
  • Ensure assignments are completed on time with a high degree of customer service and accuracy.
  • Represent the Contracts Division in providing advice and acquisition solutions for special customer projects/functions and systems.
  • Participate in Management Reviews and lead Competitive Evaluation Teams as needed.

Requirements

  • BS/BA degree in business, supply chain, or a business-related field.
  • Ability to obtain and maintain an HSPD-12 PIV badge (requires a favorable post-employment background investigation, including a declaration of illegal drug activities within the last year).
  • Must be able to obtain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A.

Qualifications

  • Experience with DOE or federal government procurement is highly desirable.
  • Experience in material purchases and subcontracts preferred.
  • Experience with Ariba is highly desirable.
  • MBA or relevant professional certifications are desirable.
  • Customer service-oriented and mission-focused with the ability to communicate effectively with a diverse laboratory population.
  • Excellent written and oral communication skills, able to work effectively with individuals at all levels of ORNL and government organizations.
  • Working knowledge of FAR, DEAR, and/or DOE procurement regulations, policies, and procedures.
  • Understanding of awarding and post-award administration of subcontracts and POs, including price analysis and justifying purchases.
  • Ability to function well in a fast-paced research environment, set priorities, accomplish multiple tasks within deadlines, and adapt to changing needs.
  • Motivated self-starter with the ability to work independently and participate creatively in collaborative teams.
  • Proficiency in PC Microsoft Office, word processing, spreadsheets, and databases (e.g., Excel, Adobe Acrobat, Word).
