This is a hybrid/remote position requiring a minimum of 2 or more days on-site per week at Oak Ridge National Laboratory (ORNL).

About the role

The Procurement Officer will administer and manage commercial subcontracts and/or purchase orders for commercial services and materials, providing a high level of professionalism and customer service. Responsibilities include planning, negotiating, awarding, and post-award administration of low- to medium-complexity procurements.

Responsibilities

  • Pre-procurement planning with customers, pre-proposal conferences, and facilitating management reviews.
  • Lead purchase order/subcontract negotiations and participate on process improvement teams.
  • Award evaluated/best-value procurements and manage purchase order/subcontract closeout.
  • Review purchase requests and specifications to ensure adherence to Department of Energy (DOE) prime contract requirements, ORNL, and Contracts Division policies.
  • Develop and maintain accurate, complete procurement files according to division and company procedures.
  • Act as the primary point of contact for all functions related to each award.
  • Coordinate award activities with stakeholders (Customers, Receiving, Requisitioners, Accounts Payable, Materials Clerks, Legal, Property, etc.).
  • Use discretion, market research, and judgment to determine acquisition solutions based on contracting experience.
  • Ensure assignments are completed on time with high accuracy and customer service.
  • Provide acquisition solutions and advice for special customer projects/functions and systems.
  • Participate in Management Reviews and lead Competitive Evaluation Teams as needed.

Requirements

  • BS/BA degree in business, supply chain, or a business-related field.
  • Ability to obtain and maintain an HSPD-12 PIV badge (requires a Real ID-compliant form of identification and a favorable post-employment background investigation).
  • Must pass a Federal Tier 1 background check, including a declaration of illegal drug activities (including marijuana/cannabis derivatives) within the last year.
  • Visa sponsorship is not available for this position.

Preferred Qualifications

  • Experience with DOE or federal government procurement.
  • Experience in material purchases and subcontracts.
  • Experience with Ariba.
  • MBA or relevant professional certifications.
  • Customer service-oriented and mission-focused with strong communication skills (written and oral).
  • Ability to work effectively with diverse individuals at all levels of ORNL and government organizations.
  • Working knowledge of FAR, DEAR, and/or DOE procurement regulations, policies, and procedures.
  • Understanding of awarding and post-award administration of subcontracts and POs, including price analysis and purchase justification.
  • Ability to thrive in a fast-paced research environment, set priorities, and adapt to changing needs.
  • Motivated self-starter with the ability to work independently and collaboratively in teams.
  • Proficiency in Microsoft Office (Word, Excel, Adobe Acrobat) and databases.
