About the role
The Procurement & Materials Manager oversees global Procurement and Materials activities, leading purchasing strategy development, negotiating commercial terms and conditions, and directing purchasing, expediting, and logistics functions to deliver cost-effective solutions aligned with project and business objectives. This role ensures timely and seamless delivery of project requirements while driving supply chain performance, mitigating risk, and supporting successful project execution across global operations.
Responsibilities
- Executes and supervises cradle-to-grave purchasing activities (including bid, evaluate, award cycle, execution of agreements, execution of changes, price and schedule negotiations) for specific projects.
- Oversees Procurement and Materials activities and the performance of assigned procurement functions.
- Develops purchasing strategies for proposals and Project Procurement Plans and guides teams in executing those plans.
- Leads terms and conditions review and negotiations for equipment and modular fabrication packages on a global scale.
- Manages purchasing, expediting, and logistics activities to ensure cost-effective delivery to project stakeholders.
- Drives cost reduction initiatives for assigned projects.
- Tracks and forecasts key cost drivers and market factors for assigned equipment.
- Assists in developing project-specific sourcing strategies aligned with corporate and divisional objectives.
- Identifies corrective actions for supplier quality or schedule issues.
- Works closely with Engineering and project teams to ensure timely problem reporting.
- Develops and maintains a consolidated supplier base to meet current and future needs.
- Creates and sustains long-term supplier partnerships to foster feedback and continuous improvement.
- Provides input to improve procurement processes, procedures, and tools.
- Conducts orderly closeout of Procurement operations, including settlement of claims and resolution of punch list items.
- Prepares presentations on procurement methods, market trends, lead times, prices, and other relevant information.
- Helps develop KPIs and provides supporting data for assigned projects.
- Participates in high-level negotiations and claim resolutions for assigned scope.
- Adheres to health, safety, and environmental regulations and company policies.
Supervisory Duties
- Acts as Purchasing Lead and supervises the complete range of purchasing activities on projects.
- Provides leadership and direction to a global procurement team across the United States, India, China, Korea, and Europe.
- Verifies accuracy of bid tabulations, purchase orders, change orders, agreements, and release orders.
- Selects and utilizes Purchasing personnel with appropriate competencies to meet project requirements.
- Performs audits of procurement activities to ensure compliance with company policies and project requirements.
- Provides management with procurement performance data, spend, supplier performance, and key metrics.
- Supports development, coaching, and performance management of assigned procurement personnel.
Requirements
- Bachelor’s degree in Supply Chain Management, Business, Engineering, Construction Management, or a related field.
- 15+ years of Procurement and Supply Chain Management experience in a global EPC, Technology, and/or Industrial Equipment company.
- Experience in key industries such as oil and gas, LNG, petrochemical, or chemical.
- Detailed purchasing experience and knowledge in all equipment and material categories.
- Experience in purchasing or subcontracts, including bid, evaluate, award cycle, execution of agreements, and negotiations.
- Ability to work in a complex, schedule-driven environment.
- Procurement experience in “lump-sum” business.
- Computer proficiency and intermediate to advanced skills in MS Office products.
- Strong negotiation skills with a proven track record in cost reduction and control.
- Knowledge of the global supplier market for capital project equipment and material categories.
