About the role
The Procurement Manager leads the organization's procurement function, overseeing strategic sourcing, vendor management, contract administration, and purchasing operations. This role ensures materials, equipment, and services are procured efficiently, competitively, and in alignment with operational requirements.
Responsibilities
- Strategic Sourcing & Procurement
- Lead procurement activities for materials, equipment, subcontractors, and professional services.
- Negotiate commercial and payment terms, pricing, and agreements that deliver long-term value.
- Monitor market conditions and trends to proactively identify cost-saving opportunities and risks.
- Supplier & Vendor Management
- Identify, evaluate, and onboard vendors that meet standards for quality, safety, and performance.
- Establish supplier performance metrics and monitor cost, quality, delivery, responsiveness, and overall service.
- Partner with Legal and Contracts to negotiate supplier and Master Service Agreements (MSAs).
- Commercial Support & Cost Management
- Support Operations and Sales during project estimating, proposal development, and vendor selection activities.
- Provide historical pricing data, market intelligence, and insights to improve bid competitiveness.
- Track procurement spend, identify cost trends, and communicate pricing impacts affecting operational performance.
- Operational Partnership
- Collaborate closely with Operations, Engineering, Maintenance, and Sales to forecast equipment and material requirements.
- Ensure availability of materials, equipment, and subcontractor resources supporting operations.
- Coordinate procurement activities supporting capital projects and specialized purchases.
- Governance, Compliance & Risk Management
- Ensure procurement activities comply with company policies, contractual requirements, and applicable regulations.
- Maintain procurement documentation supporting audit readiness and contract compliance.
- Partner with the business to ensure suppliers meet all safety, insurance, and regulatory standards.
- Process Improvement & Procurement Excellence
- Develop and refine procurement policies, procedures, and best practices.
- Identify opportunities to automate, streamline, and improve procurement workflows.
- Continuously evaluate supplier markets, sourcing strategies, and procurement technologies that strengthen organizational capability.
Requirements
- Bachelor’s degree in supply chain management, Business Administration, Finance, Engineering, or a related discipline.
- 5+ years of progressive procurement, strategic sourcing, supply chain, or purchasing experience.
- Experience negotiating supplier agreements, commercial terms, and long-term vendor partnerships.
- Strong understanding of procurement strategy, contract administration, supplier performance management, and cost control principles.
- Experience supporting industrial services, manufacturing, energy, construction, engineering, or related industries is strongly preferred.
- Strong financial and analytical skills with the ability to evaluate pricing, spending trends, and procurement performance.
- Experience working with ERP systems, purchasing platforms, and Microsoft Office, including advanced Excel.
- Exceptional negotiation, communication, and relationship management skills.
- Ability to prioritize multiple initiatives while supporting both strategic objectives and day-to-day operational needs.
- Valid driver's license with the ability to travel locally as business needs require.
Location & Travel
This role is based in Deer Park, TX and requires minimal travel, primarily involving standard office-based work.
