Procurement Manager
Job Location: State Procurement Office (SPO). This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Main office location: 1400 W Washington St., Phoenix, AZ 85007.
About the role
The Arizona Department of Administration (ADOA), State Procurement Office (SPO) is seeking a dedicated EPS Procurement Manager to strengthen our limited delegation and small agency support program. This pivotal role is instrumental in uplifting SPO’s mission by providing comprehensive oversight, strategic planning, and hands-on guidance for the limited delegation and small agencies within the State. As a Subject Matter Expert, you will spearhead single agency solicitations, serve as a primary point of contact, and in certain instances, act as the Procurement Officer for smaller agencies.
This position will play a critical role in furthering SPO's vision to be the number one procurement office in the nation, where adding value is the norm, and customer service is second to none. Responsibilities
- Serve as the primary SPO liaison and Subject Matter Expert for limited delegation and small agencies, providing dedicated coaching, strategic planning guidance, compliance assistance, and exceptional customer service.
- Design and deliver essential procurement training programs to agency personnel to build internal capacity and ensure adherence to state procurement standards.
- Lead the full lifecycle of single-agency and limited-delegation solicitations, including crafting solicitation documents, managing the evaluation process, and driving competitive offerings.
- Oversee contract administration for supported agencies, managing contract performance, compliance, renewals, amendments, and vendor relations.
- Step in as the acting Procurement Officer when required for designated small agencies, actively monitoring processes to maintain operational integrity and mitigate risks.
Requirements
- Comprehensive understanding of state and federal government procurement statutes, rules, and regulations.
- Expertise in contract administration and the application of best practices for determining optimal sourcing strategies and methods.
- Proficiency in Lean tools and methodologies to drive process improvements and operational efficiency.
- Advanced negotiation techniques and effective relationship management skills to optimize vendor partnerships.
- Knowledge of supply chain, logistics, and resource management within a government context.
- Strong research capabilities and analytical skills related to market pricing trends and local/national sources of supply.
- Fundamental understanding of general accounting practices specifically related to contracts and vendor management.

- Establishing and tracking Key Performance Indicators (KPIs) to drive vendor performance and overall contract success.

Qualifications
- Bachelor's or Master's degree in supply chain management, business, or other closely related field.
- Public procurement experience preferred.
- Certified Professional Public Buyer or equivalent.

Pay
Up to $85,000
