Job Summary
The Procurement & Contracts Manager provides strategic leadership and operational oversight for the City’s centralized procurement and contract administration functions. This position directs citywide sourcing initiatives, oversees complex solicitations and negotiations, and ensures full lifecycle contract compliance in accordance with Florida Statutes and municipal policy.
This role leads strategic sourcing efforts to optimize cost, quality, and service delivery; strengthens supplier relationships; implements procurement best practices; and drives continuous improvement in purchasing operations, spend analytics, and contract management processes.
The Manager supervises professional procurement staff, supports executive leadership and City Commission actions, and ensures transparency, accountability, and audit-ready procurement practices that serve the operational needs of all City departments.
Duties and Responsibilities
Directs and manages all City procurement and contract administration functions, overseeing formal and informal solicitations, cooperative and emergency purchases, and full lifecycle contract management from solicitation through renewal or termination.
Develops, reviews, and negotiates complex, high-risk contracts and solicitation documents for goods, services, construction, real estate, and professional services, ensuring best value and legal defensibility.
Ensures full compliance with Florida Statutes, federal and local procurement laws, ethics standards, and public transparency requirements, maintaining audit-ready records and strong internal controls.
Leads strategic sourcing and cost optimization initiatives, conducting market research and financial analyses to drive operational efficiency, competitive sourcing, and responsible stewardship of public funds.
Supervises, mentors, and develops procurement staff, resolves contract and vendor disputes, supports departmental budgeting and strategic planning efforts, and maintains operational readiness during emergency events.
Performs related duties and special projects as assigned.
Qualifications
Education - Bachelor’s degree required
Master’s degree may substitute for up to 2 years of required experience
Experience - Minimum 8 years of professional experience in public or private procurement, supply chain management, logistics with contract management
Demonstrated leadership experience in planning, directing, and overseeing procurement, materials management, and contract administration operations
Experience operating within a public sector environment, preferably municipal government
Warehousing & Logistics, Inventory Management experience a plus
Licenses / Certifications - Must possess and maintain a recognized professional procurement or supply management certification (e.g., CPPO, CPPB, CPSM), or obtain one within 12 months of hire.
