About the role
The New York City Department of Correction (DOC) is seeking a Procurement Analyst to support the purchasing and inventory operations of the Nutritional Services Division (NSD).
Responsibilities
- Supports the purchasing and inventory operations of the Nutritional Services Division (NSD)
- Assists in the procurement and inventory of goods, services, and/or construction
- Conducts inventory and analysis of trends to recommend effective inventory processes
- Generates inventory reports in collaboration with procurement for replenishment
- Maintains inventory accuracy and reconciles discrepancies between physical stock, PAR level, and system records
- Reviews purchasing requisitions, procurement and contract documents to ensure accuracy and adequacy
- Reviews bids and proposals submitted by vendors and providers to ensure conformity to agency, city, state, and federal requirements
- Coordinates and collaborates with all stakeholders in the procurement and inventory process
- Manages and coordinates vendor response due diligence reviews for recommendation to award
- Develops work plans to meet procurement needs of agency stakeholders
- Achieves procurement milestones for high-priority projects with rigorous timeframes
- Has a good understanding of the City’s Procurement Police Board Rules and experience in processing a wide variety of procurements using various procurement methods (OGS, GSA, etc.)
- Utilizes PASSPort System, FMS, OCP Direct Order, and Storehouse Requisition submissions effectively
- Provides technical advice and quality assurance to stakeholders to ensure small purchasing procedures are performed in a timely manner and submitted correctly
- Maintains goods and services inventory lists to ensure contract specifications are adhered to by vendors, and provides accurate accounting analysis
Requirements
- A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical, or administrative experience in contract negotiation/management
- An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in "1" above
- A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full-time professional experience as described in "1" above
- A combination of education and/or experience equivalent to "1", "2", or "3" above
Qualifications
- At least a four-year high school diploma or its educational equivalent and 6 months of the experience described in "1" above
- One year served at Assignment Level I or one additional year of the experience described in "1" above for Assignment Level II
- Two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III for Assignment Level III
Skills
- Understanding of City’s Procurement Police Board Rules
- Experience in processing a wide variety of procurements using various procurement methods (OGS, GSA, etc.)
- Effective utilization of PASSPort System, FMS, OCP Direct Order, and Storehouse Requisition submissions
- Technical advice and quality assurance to stakeholders
