Procurement Analyst

About the role

This position is located in the Defense Information Systems Agency (DISA), SS/PROCUREMENT SERVICES DIR. The incumbent will help lead the development and recommendation of acquisition/business policies and procedures for implementation throughout DISA. The role serves as the functional Procurement Management Reviews Lead, responsible for leading individual PMR teams to conduct cradle-to-grave PMRs of DISA procurement activities and offices to ascertain compliance with Federal acquisition laws. The incumbent will advise and assist DISA senior acquisition personnel, policy managers, business financial managers, division chiefs, contracting officers, and other acquisition personnel. The position plans, directs, formulates, and follows up on all procurement management and administration policies, programs, and objectives, including management of contract audit follow-ups. The incumbent also serves as the Contracting Officer’s Representative (COR) functional program manager responsible for the overall DISA COR program, including serving as the functional representative for the DoD COR Tool, tracking CORs, and managing COR training.

• This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• The incumbent must obtain Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Tier within 36 months of entry into this position, in accordance with DoD Instruction 5000.66.
• The incumbent is required to submit a Financial Disclosure Statement, OGE 450 Executive Branch Confidential Financial Disclosure Statement.

Qualifications

Basic Education Standards for positions in the 1102 series: A bachelor’s degree from an accredited educational institution authorized to grant baccalaureate degrees. Transcripts are required at the time of application.

Basic Requirements for Contracting Officer Positions: Applicants must have at least two years of experience in contracting positions and have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving.

Basic Requirements for Critical Acquisition Positions: Applicants must be eligible for GS-14 or equivalent, have completed all mandatory training requirements for Level II or III certification as prescribed by the head of the agency, and possess four years of acquisition experience. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position.

Specialized Experience for GS-14: One year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience is defined as evaluating, interpreting, drafting, training, and implementing agency-wide or organizational acquisition policies, procedures, and regulations; conducting procurement management reviews; auditing contract files for compliance; or identifying systemic issues within an acquisition program to recommend corrective action plans.

Education exemptions apply to current DoD employees or Armed Forces members who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification.
