PROCUREMENT ANALYST

This position is located within the Defense Information Systems Agency, SS/PROCUREMENT SERVICES DIR - CONTRACT PLCY AND OPERATIONS DIV (ORG PS22). An additional online assessment tool will be used to evaluate applicants.

Duties

• Provides oversight and support in the implementation and execution of the agency's Government Purchase Card (GPC) Program, ensuring regulatory compliance and integrity of the program.
• Participates in procurement management reviews (PMR) of DISA contracting activities to ascertain compliance with Federal, DoD, and DISA acquisition laws, policies, and procedures, and to analyze the efficiency of the contracting operation.
• Initiates, develops, and obtains coordination and/or approval of acquisition policies and procedures as they relate to the DISA GPC Program.
• Participates in various DoD-sponsored studies and teams related to the execution of the purchase card program within DoD.
• Collaborates and coordinates efforts with various internal/external audit authorities regarding findings, and refers cases of suspected fraud, waste, and abuse to other internal or external organizations for further investigations.

Requirements

• This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• Males born after 12-31-1959 must be registered for Selective Service.
• Candidates must have served 3 months after their latest competitive appointment in the Federal service.
• Financial Disclosure (OGE-450) is required.
• Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Tier is required within 36 months of entry into this position.
• This position requires a SECRET clearance.

Qualifications

Time in Grade:

• For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.
• For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.

Basic Education Standards for Positions in the 1102 Series:

• Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. All applicants must provide a copy of transcripts at the time of application. Failure to provide this information will result in disqualification.

Education Exemptions:

• The education requirements apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000.
• Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement.
• Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000, are also exempt from meeting this requirement.
• Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000, will result in disqualification.

Basic Requirements for Contracting Officer Positions:

• In addition to meeting the basic educational requirements, applicants must have at least two years of experience in contracting positions.
• Completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.

Specialized Experience:

• For the GS-11: At least one year of specialized experience equivalent to the next lower grade level GS-09, demonstrating the ability to perform the duties of the position. Specialized experience includes utilizing business strategies to perform analyses of procurement performance metrics, using analytical, qualitative, and quantitative techniques and methods to evaluate contract files for completeness and accuracy, or functional GPC experience.
• For the GS-12: At least one year of specialized experience equivalent to the next lower grade level GS-11, demonstrating the ability to review and analyze procurement policy, conduct internal compliance audits/reviews, review services, projects, or programs for contracting actions, or evaluate recurring contracting problems or procurement issues, or functional GPC experience.

Candidates must describe how their experience meets the specialized experience requirement within the body of their resume. Applicants must also demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level.

Substitution of Education for Experience at GS-11 Level:

• Three full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree may substitute for specialized experience at the GS-11 level.
• There is no substitution of education for specialized experience at the GS-12 grade level.

Graduate Education:

• To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
• Education must have been obtained in an accredited college or university.

Foreign Education:

• If using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.

• A one-year probationary or trial period may be required.

Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years. Failure to obtain certification within 36 months may result in removal from this position.
