Job Summary

The Test Facilities Operation, Maintenance and Engineering (TFOME) contract at the NASA Glenn Research Center, Neil A. Armstrong Test Facility in Sandusky, Ohio is seeking a Process Safety Management (PSM) Specialist to oversee, integrate, and coordinate all PSM activities at the In-Space Propulsion (ISP) Test Facility.

The role involves working closely with GRC Safety and Mission Assurance (S&MA) to understand PSM policy and requirements, translating general S&MA guidance into meaningful action, assisting with risks and hazard analyses, and ensuring compliance with relevant regulations.

Responsibilities

  • Work with test facility and station personnel to translate general S&MA guidance into meaningful action in the facilities to address requirements.
  • Aid facility personnel with the development of risks and hazard analyses along with mitigation plans and verification of hazard controls.
  • Interact regularly with facility personnel to track and report status of PSM implementation activities and facilitate resolution and/or elevation of issues as required.
  • Oversee operational oversight of critical station processes required for PSM implementation, including, but not limited to, management of change, non-conformances, operating procedures, risk management, knowledge management, training, and hazard analysis.
  • Submit reports as required and ensure corrective measures are implemented in conjunction with site personnel to ensure contract-wide compliance with the NASA Glenn Research Center Safety and Environmental Manual, the TFOME Health and Safety Plans, and OSHA requirements.
  • Provide technical review and advice on issues as requested in support of site program planning and review.
  • Participate in risk management and hazard analysis activities and coordinate with the staff to identify facility requirements and determine needs.
  • Obtain appropriate training to perform position and have appropriate certifications to serve as an alternate emergency coordinator in the event of a mishap involving chemical spills or release.
  • Effectively handle and respond to differing situations, problems, and deviations to ensure compliance with State and Federal Safety and Environmental Regulations.
  • Keep abreast of new developments in regulations and assess applicability.
  • Willing to continue professional education through local and national conferences and other training opportunities.
  • Submit a monthly progress report on activities to the GRC Safety and Mission Assurance (S&MA).
  • Assist employees in writing and implementing Safe Plans of Action (SPA) and Safety Observation Reports (SOR).
  • Follow up on all Safety Observation Reports (SOR) to ensure corrective actions are completed.

Requirements

  • A minimum of an Associate's of Applied Science Degree in Business Administration or a Safety related field.
  • At least 2 years of safety related experience that demonstrates the ability to perform the essential functions of the position.
  • Background in interpreting and applying safety requirements, developing safety procedures and reports, conducting safety audits, and maintaining Safety, Health, Environmental, and Quality OSHA records.
  • Working knowledge of USEPA, OEPA, NRC, DOT OSHA regulations, NIOSH recommendations, and Quality (AS 9100, ISO9000) requirements.
  • Ability to effectively work and communicate with the client, supervisor, and co-workers, to assist with decisions and function with all levels of the organization.
  • Ability to work with little supervision and without conflict of interest.
  • General knowledge of computers and how they function, good typing skills, and specific knowledge and experience in using Microsoft Office software package.
