About the role
The Principal Supply Chain Business Operations Compliance Specialist will support the small business office in preparing, compiling, approving, and filing Interagency Supplier Management (ISMs), Interagency Supplier Reporting (ISRs), Service Contract Act (SCA) Subcontracting Plans (SSPs), and Service Contract Act (SCA) Subcontracting Reports (SSRs) into the System for Award Management (SAM). This position may also assist in reviewing Small Business Subcontracting Plans and reviewing and advising on Small Business Participation Plans for proposal efforts.
Responsibilities
- Supports the SBLO in data gathering and analysis for reporting ISRs, SF294s and SSRs into the SAM.GOV system or as directed.
- Prepare and assistance with Subcontracting plan preparation, administration, analysis, and reviews of subcontracting goals for the utilization of small businesses in accordance with contract requirements.
- Maintain and disseminate knowledge of small business programs and impact on business base and future growth, through presentations, proposals and other media as required.
- Supports proposals, programs and subcontracting commitments and opportunity development through facilitation, development, and maintenance of small business relationships, through database searches, through participation in small business outreach events, and through collaboration with the Growth sector.

Requirements
- Bachelor's degree and a minimum of 5 years experience in Supply Chain, Procurement, and/or Program GSC experience; or a Master's degree and a minimum of 3 years experience in Supply Chain, Procurement, and/or Program GSC experience.
- Experience working in SAP or other ERP systems.
- Ability to travel 10% of the time.
- US Citizenship preferred.
Qualifications
- Experience managing suppliers.
- Experience with FAR 52.219 & DFARS as it relates to small business subcontracting.
- Experience in the use of the SAM.GOV system.
- Knowledge of small business rules related to small business utilization.
- Experience using Excel for compilation of semi-annual and other small business reports.

Pay
Primary Level Salary Range: $81,400.00 - $134,900.00
