About the Role

The Metropolitan Transportation Authority (MTA) is seeking a Principle IT Portfolio/Project Manager to join its Information Technology team. This role works closely with technical leads, operational teams, cyber teams, developers, designers, and testers to shape the product's features and roadmap, contributing to the delivery of customer-centric products that drive business growth.

Responsibilities

  • Orchestrate the overall planning process for the highest-impact and complexity IT products and/or services, including defining business justification, requirements, minimum viable product, and proposed delivery sequence.
  • Lead the development of business cases for enterprise-level projects, including tangible costs, benefits, and performance measures.
  • li>Determine KPIs and deliver measurable impact every month.
  • Understand customer and business unit needs, identify market opportunities, and help define the platform’s vision and strategy.
  • Produce metrics to reflect resource capacity, funding, and changeability, informing demands from customers and the department.
  • Lead the demand side of IT governance, advocating for business unit needs and aligning technology with strategic objectives.
  • Facilitate prioritization and scoping of requirements for high-impact IT projects.
  • Manage project development from conception through implementation using agreed frameworks, methodologies, and tools.
  • Serve as a liaison between the Product department and other business agencies, supporting product managers in aligning technology with company-wide strategic goals.
  • Monitor service/product descriptions and maintain service/product catalogs.
  • Lead resourcing activities in collaboration with delivery team managers.
  • Analyze market trends and customer behavior to drive feature development and product improvements.
  • Collaborate with product managers, developers, and designers to implement product enhancements.
  • Participate in agile ceremonies and develop reports to communicate findings to stakeholders.
  • Advocate for product management best practices and collaborate with cross-functional teams to build software inclusively.
  • Provide technical advice and mentor less experienced staff.

Qualifications

  • Bachelor’s Degree in Arts/Sciences (BA/BS) or equivalent combination of education and experience.
  • Minimum 10 years of relevant experience.
  • Certifications in multiple domains, including but not limited to:
    • Certified Product Manager
    • Certified Agile Project Manager (IAPM)
    • SAFe 5 Agilist (SA)
    • Project Management Professional (PMP)
    • Business Relationship Management Professional (BRMP)
    • PMI Agile Certified Practitioner (PMI-ACP)
    • ICAgile Certified Professional - Agile Project Management (ICP-APM)
    • SAFe Product Owner/Product Manager
    • Certified Change Management Professional (CCMP)
    • Certified Business Analysis Professional (CBAP)

Skills

  • Expert experience with tools like Jira, Confluence, and data analysis tools (e.g., Python or R).
  • Advanced understanding of technical concepts, process-focused execution, and product delivery.
  • Familiarity with agile methodology, product lifecycle management, and current technologies.
  • Advanced active listening, customer service, prioritization, and problem-solving skills.
  • Expertise in risk identification, mitigation, and communication.
  • Strong interpersonal, verbal, and written communication skills.
  • Ability to manage multiple projects and prioritize tasks effectively.

This position is eligible for teleworking (2 days per week after 30 days of hire) and is located at 2 Broadway, New York, NY 10004. Work hours are 9:00 am - 5:30 pm (7.5 hours/day) or as required. The salary range is $142,251 - $167,902.
