Specific Responsibilities
- Support proposal preparation, lead negotiation, administration and closeout.
- Ability to interface with the customer in a professional manner.
- Provide support to senior management regarding customer and supplier issues.
- Draft, review and negotiate prime contracts and modifications, subcontracts/subcontract modifications to ensure compliance with internal policies and procedures as well as public law requirements.
- Summarize issues, research compliance matters, interpret regulations, identify risks, and formulate recommendations.
- Negotiate sound business deals with and provide governance to all stakeholders who are delivering solutions for the contract and subcontract.
- Work well as a member of the cross-business team (CBT), and foster teamwork with both external and internal customers.
- Handle several assignments concurrently while maintaining schedule deadlines.
Required Skills
- Minimum 12 years of experience in the field of Contracts and Supply Chain with Acquisition/Procurement, Subcontract Management, Negotiations, or related fields.
- U.S. Citizenship status is required as this position needs an active U.S. Security Clearance for day one of employment.
- Must hold an active Top Secret/SCI clearance; minimum CI Polygraph.
- Must be willing to upgrade.
- Desired clearance: TS/SCI with Polygraph.
- Must be willing to work onsite as needed to perform job duties; this will ebb and flow as mission requirements change.
- Knowledge of, and experience with, various types of contracts and subcontracts (e.g. Cost Reimbursement, FFP, T&M, IDIQ, etc.), NDA’s, SOWs, Teaming Agreements and commercial agreements.
- Demonstrated ability to effectively prioritize actions in a fast-paced environment.
- Demonstrated ability to develop relationships with customers, suppliers and internal partners based on understanding and trust.
- Proven record of responsiveness with strong time management and organization skills.
- Demonstrated understanding of cost structures, material estimates, development costs, performance requirements, delivery schedules, and terms and conditions for accuracy and completeness.
- Understanding of competitive procurements and ability to support the development and preparation of high quality, complex proposals.
- Strong knowledge of FAR/DFAR regulations and ability to apply them appropriately, with an understanding of standard Prime Customer flow down provisions.
Required Education
- BA/BS in Business, Finance or equivalent experience.
- A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years’ experience.
