Job Description
Parsis is seeking a Principal Subcontract Administrator to support the Subcontracts team within Parsons Government Services Infrastructure Solutions Sector. Key responsibilities include:
- Representing the organization as the primary subcontract administrator on assigned subcontracts.
- Making internal and/or external presentations as required.
- Observing all laws, regulations, and other applicable obligations.
- Building effective relationships with both suppliers and internal/external customers.
- Reviewing drafts as necessary, and negotiating terms and conditions of non-disclosure and teaming agreements.
- Preparing recommended source lists of qualified subcontractors based on past performance experience.
- Coupling the list with project management and client recommendations.
- Preparing Request for Proposal forms and verifying their accuracy and completeness.
- Clarifying and ensuring all necessary data is included in proposal packages.
- Preparing, analyzing, and evaluating bids and proposals to ensure they meet government requirements, company policy, and department operating procedures.
- Performing comprehensive Cost and Price Analysis of bids and proposals.
- Administering subcontracts of various types and complexities, including Cost Plus, FFP, T&M, and Labor Hour.
- Developing supplier evaluation criteria, negotiating subcontract provisions, and supporting the generation of subcontract packages for review, approval, and awards to suppliers.
- Negotiating terms and conditions, pricing, milestones, and other applicable elements for the procurement of equipment and services.
- Supporting the negotiation of additions, deletions, or modifications to subcontracts.
- Providing advice on contractual rights and obligations and reviewing and interpreting terms and conditions.
- Maintaining awareness of regulatory changes and their impact on subcontracts.
- Providing leadership in negotiating and modifying standard and non-standard subcontracts.
- Identifying and resolving subcontract issues and problems, and providing leadership in developing solutions.
- Providing direction and training to assigned professional staff.
- Creating proper file documentation in accordance with Parsons and CPSR regulations.
- Ensuring all files are Parsons and CPSR compliant.
- Performing subcontractor setup process for all new subcontractors with adherence to Parsons requirements, including documentation collection, submission, and tracking approval process.
Required Skills
- Bachelor's Degree in Business Administration (or related field).
- 10+ years of related work experience involving typical procurement activities, including construction subcontracting.
- Ability to lead and confidently support Request for Proposal (RFP) and review meetings, contract pre-award meetings, final negotiations, and draft/finalization of contract.
- Experience performing risk analysis of RFPs (identify risks and prepare mitigation strategies).
- Knowledge of negotiating various contract types, including Firm Fixed-Price (FFP), Firm-Fixed-Price Level-of-Effort (FFP LOE), Cost-plus-fixed-fee (CPFF) Term and Level of Effort (LOE), Time and Materials (T&M), and Indefinite-Delivery, Indefinite-Quantity (IDIQ), Government-wide Acquisition Contracts (GWACs), Contract types.
- Experience and knowledge of CPSR, Procurement Policies and Purchasing Systems.
- Experience with creating file documentation in compliance with CPSR requirements.
- Knowledge of Subcontract Management and Procurement concepts; Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), General Services Administration Acquisition Regulation (GSAR), and Truth in Negotiations (TINA).
- Ability to counsel management, provide leadership in developing and communicating new concepts; apply them accurately throughout an evolving environment; organize, schedule, and coordinate multiple work phases; determine the appropriate approach at the task or project level.
- Outstanding communication skills (written and oral) with the ability to successfully interact at all levels of a matrix organization; ability to develop relationships within all levels of the organization.
- Proven customer service skills.
- Ability to coach, train, and mentor other team members.
- Extensive organizational and time management skills; must be able to multi-task with a high degree of accuracy and detail in a fast-paced, deadline-driven environment.
- Ability to adjust quickly and adapt to changing priorities.
- Ability to work independently and as part of a team; capable of representing the organization as a prime contact on subcontract matters with program management, vendors, and customers and, provide leadership to less experienced professional employees on projects.
Desired Skills
- Experience in negotiating and managing construction subcontract agreements in support of Federal Clients.
