Principal Program Subcontracts Specialist

About the role

The Principal Program Subcontracts Specialist will be responsible for all aspects of the subcontract management lifecycle, including participation in the formulation of RFC response content and the formulation and execution of specific sourcing strategies. This role serves as a program-facing leader responsible for material strategy, supplier engagement, and budget stewardship for assigned programs, owning the material budget (forecast/actuals, EAC) and partnering cross-functionally to achieve cost, schedule, and quality objectives.

Responsibilities

• Lead all aspects of the subcontract management lifecycle, including participation in the formulation of RFC response content and the formulation and execution of specific sourcing strategies.
• Proactively identify and resolve issues impacting subcontract performance and business-to-business commitments across multifunctional program teams.
• Work closely with program management, engineering, quality assurance, finance, and contracts to drive compliance with business policies, procedures, and Federal Acquisition Regulations (FAR).
• Develop sourcing strategies to support production requirements and expand the supplier base, with a focus on key supplier relationships.
• Lead supplier source selection efforts to support short-term and long-term business unit initiatives.
• Develop and write solicitations and contract language for purchase orders that meet program-specific requirements.
• Prepare and lead negotiations, documenting contract files.
• Develop and negotiate teaming agreements with suppliers.
• Develop plans and actions to ensure achievement of program, business unit, and subcontract goals, compliance with policies and public law, and support for Process Based Leadership Scorecard Goals.
• Perform other related duties as assigned by supervisor.

Requirements

• Bachelor’s degree is required.
• 7–10 years of functional and industry experience.

Skills

• Strong knowledge of contracting suppliers for building specification products.
• Understanding of quality assurance systems and methods.
• Strong verbal and electronic communication skills.
• Awareness of technical aspects associated with the production of goods.
• Strong program/project management experience.
• Working knowledge of FAR/DFAR.
• Experience in aerospace, military, or similar industry.
• Demonstrated electronic/mechanical knowledge.
• Knowledge of fixed pricing agreements and vendor-managed inventory.

Travel

Up to 25% travel may be required.
