Responsibilities
- Establish and maintain an effective compliance review process of procurement actions and oversee compliance reviews, peer reviews, and other monitoring and improvement activities.
- Provide support for the development of pre/post-award functions, coordination, and communication regarding procurement activities.
- Resolve compliance issues with Procurement Representatives, the Legal Department, and provide input at all levels of the organization.
- Conduct compliance review of major subcontracts and all procurement activities requiring Legal Counsel and NNSA/NFO Contracting Officer reviews and provide recommendations for improvement or corrections.
- Assist with government audits and investigations for the Procurement organization.
- Assist with providing input to corrective actions resulting from audits, independent and management assessments, and track corrective actions to completion.
- Conduct periodic management assessments and identify compliance issues, concerns, and deficiencies with recommended improvement and corrective actions and plans.
- Aid procurement management in identifying risks and trends to determine necessary changes in policies and procedures within the procurement organization.
Qualifications
- US Citizenship required.
- Bachelor’s degree in related field or equivalent training and experience with at least 8 years relevant, progressively responsible experience.
- Government procurement and subcontracting experience required, Department of Energy/National Nuclear Security Administration (DOE/NNSA) experience required.
- Experience and working knowledge of the FAR and DEAR to implement and maintain a compliant procurement system.
- Demonstrated skill to perform compliance reviews of pre and post award subcontracts; cost/price analysis, assessments, audits and negotiations.
- Demonstrated skill and experience in computerized procurement systems and demonstrated proficiency with MS Office.
- Demonstrated skill to plan, organize, lead, and monitor a wide variety of team efforts to their successful completion.
- Excellent oral and written communications skills to effectively interface both internally and externally at all levels of staff and management including DOE/NNSA customers.
- Demonstrated skill to establish and maintain strong and effective customer relationships and anticipate change and adjust promptly and effectively.
- Strong business acumen and ability to tactfully offer constructive comments in a positive and supportive, yet firm manner is critical.
- Demonstrated skill and experience in computerized procurement systems and demonstrated proficiency with MS Office (Word, Excel, PowerPoint, and Access) software package.
- Must possess a valid driver’s license.
- Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’
