About the role

This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Design

  • Perform complex and technical activities in support of various engineering projects and/or program areas.
  • Develop or review contract plans and specifications, prepare written reports and project cost estimates, plan and schedule field work, generate right of way maps.
  • Take measurements, check computations, collect, compile data, take notes, make calculations.
  • Use CADD programs and various computer applications.
  • Assist in survey operations as a member of the field survey crew.
  • Supervise lower-level technicians in design, surveying, right of way mapping, planning, and engineering research.
  • Support Bridge / Culvert Inspection tasks.

Construction

  • Monitor construction activities to ensure quality compliance with contract requirements and specifications.
  • Serve as Engineer-In-Charge, Office Engineer, or Inspector.
  • Supervise and train subordinate engineers, technicians, and seasonal Transportation Construction Inspectors.
  • Inspect supplier and producer plants, implement Regional IAST program, support materials-related activities.
  • Overnight stays, night work, and weekend work may be required.

Qualifications

  • Promotional: One year of permanent competitive or 55-b/55-c service as an Engineering Geologist, Engineering Materials Analyst, Environmental Engineering Technician 2, Senior Drafting Technician (all parenthetics), Senior Engineering Technician, or Senior Engineering Technician (Soils).
  • Open Competitive: Four years of experience assisting in engineering or engineering technology, engineering management technology, architecture or architectural technology, environmental technology, landscape architecture/design, materials laboratory technology, drafting or surveying, plus a high school diploma or equivalent; or an associate's degree in mathematics, physical science, geology, engineering or engineering technology, engineering management technology, architecture or architectural technology, construction technology, landscape architecture/design, environmental technology, drafting, forestry, surveying, aeronautics, electronics, or electronics technology, plus two years of experience listed above; or a bachelor's degree in the same fields, plus two years of experience listed above.
  • Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
  • If there are three or fewer qualified candidates, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law.
