General Summary
The Preconstruction Project Manager leads all pre-award and early project planning activities for heavy civil infrastructure projects. This position is responsible for managing estimating, design coordination, scheduling, risk management, constructability reviews, and owner engagement to deliver accurate pricing, reduced risk, and successful project execution.
Essential Job Accountabilities
- Lead preconstruction teams on CMGC, CMAR, Design-Build, and Bid-Build projects.
- Manage project pursuit strategy and owner coordination.
- Direct estimate development, review, and validation.
- Lead value engineering and risk workshops.
- Facilitate design reviews and constructability assessments.
- Develop and maintain preconstruction schedules and milestone tracking.
- Cook up operations, estimating, engineering, and project controls resources.
- Cook up GMP negotiations and owner presentations.
- Prepare executive-level reports on budget, schedule, and risk.
- Participate in project turnover to construction operations.
Education
- BS degree in Civil Engineering, Construction Management, Business Administration, or related field or equivalent work experience in heavy civil construction.
Work Experience
- Ten (10) years of progressive project experience in heavy civil environments.
- Five (5) years of experience leading preconstruction or alternative delivery projects.
- Experience with highways, bridges, transit, water, aviation, or large infrastructure projects.
- Strong knowledge of estimating, scheduling, risk management, and constructability reviews.

- Ability to lead multidisciplinary teams and maintain client relationships.
- Excellent leadership skills.
- Excellent supervisory communication and organizational skills.
Physical Demands
- Regularly talk and hear.
- Frequently stand, walk, sit, and use hands to operate a computer keyboard.

- Base Salary Range: $126,623.00 - $189,935.00, Pay may vary based upon relevant experience, skills, location, and education among other factors.
