Preconstruction Manager

About the Role

The Estimating/Preconstruction Department is responsible for preparing budgets and bids for all Clark projects, and for continuous preconstruction on awarded projects that are in development. Key activities include compiling qualified bidders lists, issuing invitations, soliciting bids, preparing estimates, quantifying labor and materials, receiving and reviewing bids, and developing total project costs. This role is ideal for someone who thrives on creative, innovative solutions to construction challenges and is passionate about securing profitable work.

Responsibilities

  • Maintain high standards of professionalism and ethical behavior when representing the Company
  • Analyze drawings, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for projects
  • Lead or perform portions of estimates for multi-discipline projects, including understanding scope and performing accurate quantity surveys
  • Supervise and train other estimators in your primary area of expertise
  • Solicit Subcontractor and/or Vendor quotes and evaluate them for scope and qualifications
  • Lead meetings with Subcontractors to develop complete scopes and discuss strategy
  • Perform risk and contract management responsibilities as required on bids
  • Assist in developing a strategy to achieve minority participation requirements
  • Review total estimate to ensure accuracy and completeness prior to formal quotation
  • Monitor comparison of estimated costs to actual costs
  • Research and promote continuous improvement in developing more efficient estimating methods
  • Examine construction sites and observe unusual or challenging conditions

Requirements

  • 5-10+ years of estimating and cost control related experience
  • Undergraduate degree in engineering, construction management, a related discipline, or relevant work experience
  • Ability to either lead or be part of a team for multiple projects and pursuits at any given time
  • Knowledge of On Screen Take-off, Microsoft Excel, and Bluebeam software
  • Strong organizational and time management skills with the ability to multi-task
  • Detail-oriented, technically sound, and with good communication skills
  • Familiarity with conceptual, detailed, and self-perform estimating
  • Knowledge and experience with the local subcontractor market is a plus

Physical Requirements

This is an active, hands-on role requiring frequent movement, including navigating active job sites with uneven terrain, stairs, ladders, and hoists. The work is physically demanding, involving bending, kneeling, reaching, and lifting materials up to 25 pounds frequently and up to 50 pounds occasionally. The role also requires effective communication and visual acuity for reading plans and inspecting work. Desk time in the office may involve prolonged sitting for computer work, document review, and meetings.

Work Environment

You will spend significant time on active construction sites, adapting to various weather conditions, moderate to loud noise levels, and elevated or confined work areas with moving mechanical equipment. The role also includes time in a typical office setting with moderate noise levels. Safety is a top priority, and you will be expected to follow Clark Construction's safety policies and procedures, as well as all applicable laws, at all locations.

Culture

This is a demanding, high-performance environment where challenge and pressure are part of the role. Success requires significant commitment, including flexibility to work extended hours, especially during critical project phases or client deadlines. You may need to respond to communications (phone calls, emails, text messages) outside regular working hours for time-sensitive matters or emergencies.

A pre-employment and random quarterly drug "fitness for duty" screening is required as part of Clark's drug-free workplace policy.
