About the role

This role is primarily responsible for the coordination, analysis, and generation of Dominion Energy's Renewable Energy fleet station/plant compliance reports to support and maintain compliance with North American Electric Reliability Council (NERC) and Independent System Operator (ISO) tariff regulatory requirements. The incumbent works collaboratively with the Power Generation Regulatory Compliance (PGRC) department as the Renewable Energy (RE) liaison to ensure the implementation of the Company's comprehensive compliance programs for RE assets.

Responsibilities

  • Monitor internal controls programs to ensure station/plant compliance with NERC and company procedures, policies, and regulatory requirements.
  • Generate compliance reports, gather and prepare supporting documentation for station/plant, communicate new reporting requirements to management, and prepare and present periodic reports and status updates to management and/or Power Generation's Regulatory Compliance.
  • Maintain internal controls monthly check sheets, self-certification packages, compile evidence to demonstrate compliance for each applicable Generator Owner/Generator Operator standard and associated requirements, and maintain monthly scheduled updates for the facilities.
  • Implement and maintain station/plant cyber security infrastructure and physical security control programs.
  • Coordinate RE Department of Homeland Security Industrial Control Systems Cyber Emergency Response Team (ICS-CERT) Alert and Advisory assessments in accordance with established IT Corporate and PGRC defined process.
  • Coordinate RE fleet PowerCat change management process, inventory of cyber assets, and baseline management.
  • Confer with management regularly and recommend specific action on various NERC compliance matters and/or concerns.
  • Review station policies and procedures; recommend contact and implementation strategies to support Dominion Energy compliance program initiatives.
  • Develop internal processes to ensure compliance with NERC requirements.
  • Assess, identify, and prioritize NERC compliance risks based on federal, national, and regional requirements.
  • Serve as the station/plant's source of best practice information and keep abreast of trends and issues to design, implement, communicate and administer NERC compliance programs.
  • Provide honest, candid, and timely responses to appropriate Subject Matter Experts (SME's) and responsible management.
  • Coordinate, schedule, and implement an on-going internal self-audit process to ensure audit readiness.
  • Lead assigned projects such as the review and analysis of Generating Availability Data System (GADS) performance, or any assigned regulatory or station/plant related projects.
  • Compile and analyze various data sources to identify station/plant issues, research and develop recommendations, strategies, and protocols as appropriate.
  • As project lead, oversee, coordinate and assign team members; provide management updates and progress reports as directed; respond to internal and external inquiries as needed.
  • Provide input and recommendations to management in defining project parameters, communicating project findings, and implementing recommendations.

Requirements

  • 5-6+ years of power generation experience with a working knowledge and understanding of regulations and policies governing regulatory compliance in a power station, with particular emphasis on NERC Compliance Program.
  • Previous power plant and/or regulatory compliance experience required. (A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications.)
  • Familiarity with Mercury Air Toxic Standards (MATS) or Maximum Achievement Control Technology (MACT) is strongly desired, but not required.
  • Demonstrated communication, leadership, and project management skills.
  • Demonstrated consensus-building and team-building skills.
  • Exceptional organization and planning skills.
  • Proven analytical skills and the ability to review and comprehend technical information.
  • Excellent interpersonal, oral, written communication and presentation skills (including public speaking).
  • Ability to research and understand NERC Standards and PGRC policies.
  • Ability to be diplomatic and persuasive.
  • Demonstrated ability to establish and maintain a high level of trust and independent decision-making expertise.
  • Ability to compile, analyze, and interpret information and data to make sound decisions and recommendations.

Qualifications

Preferred Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor. Preferred Disciplines: Business, Business Management, Engineering Technology, Engineering/Electrical, Engineering/Mechanical. Other disciplines may be substituted for the preferred discipline(s) listed above.

Pay

Expected Hiring Base Salary Range: $90,900 - $118,100. The expected hiring base salary range is the range we anticipate hiring within for this position. The actual salary offered may vary based on factors such as the selected candidate's qualifications, skills, experience, and work location.
