About the Role

The Oregon State Hospital is seeking a Portfolio Management Analyst to oversee cross-functional projects from initiation to successful completion. This role ensures alignment with organizational priorities, adherence to deadlines, and efficient utilization of resources. You will manage all stages of the project lifecycle—planning, execution, monitoring, risk management, change control, and closure—while facilitating collaboration and clear communication among stakeholders. Utilizing established project management methodologies, tools, and techniques, you will deliver efficient, well-coordinated, and high-quality results that enhance organizational performance.

Responsibilities

• Manage cross-functional projects from initiation to completion, ensuring alignment with organizational priorities and deadlines.
• Oversee all stages of the project lifecycle, including planning, execution, monitoring, risk management, change control, and closure.
• Facilitate effective collaboration and communication among stakeholders.
• Apply project management methodologies, tools, and techniques to deliver high-quality results.
• Analyze complex operational, policy, program, or organizational issues and develop clear recommendations.
• Lead or coordinate cross-functional projects, initiatives, or implementation efforts with organization-wide or multi-program impact.
• Translate strategic, policy, or operational priorities into actionable plans, workflows, systems, or implementation approaches.
• Prepare executive-level written materials such as briefings, reports, dashboards, policy documents, recommendations, or presentations.
• Work independently, exercise sound judgment, and make recommendations in ambiguous or rapidly changing environments.
• Facilitate meetings, workgroups, partner engagement, or collaborative problem-solving across diverse audiences.

Requirements

• A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills required for the role, and four years of professional-level evaluative, analytical, and planning work.
• Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Pay

The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%.

Additional Details

• This is a full-time, permanent, management service (MMN) position based in Salem, Oregon.
• Employment is contingent upon a criminal records check and a driving records check that meets OHA criteria at the time of hire and throughout employment.
