About the role

The Policy Analyst for Community Services Delivery serves as a key strategist and trusted advisor to the Deputy Mayor, with a focus on strengthening community-based services, improving access to support, and advancing the Administration’s priorities for vulnerable populations. You will help shape policy, coordinate interagency efforts, and ensure that community voices and needs inform Citywide strategies. You will represent the Deputy Mayor in meetings, events, and public engagements; build strong partnerships across agencies and neighborhoods; and help drive initiatives that improve service delivery, equity, and community well-being.

Responsibilities

  • Strategic Leadership & Policy Development
    • Serve as a trusted thought partner to the Deputy Mayor on community-focused policy, program design, and implementation.
    • Provide strategic guidance on initiatives that strengthen social services, community support, and neighborhood-level engagement.
    • Identify opportunities to improve service coordination and access for families, older adults, immigrants, people with disabilities, and other priority populations.
  • Community Engagement & Stakeholder Partnerships
    • Build and maintain strong relationships with community-based organizations, advocates, service providers, and local leaders.
    • Facilitate collaboration and secure buy-in from internal and external partners on policy direction and program implementation.
    • Ensure community perspectives inform DMHHS priorities and decision-making.
  • Interagency Coordination
    • Lead and support interagency working groups and task forces focused on community services and cross-system collaboration.
    • Coordinate with agencies, boards, commissions, and institutions to advance policy initiatives and meet project goals.
    • Ensure Communications, Intergovernmental Affairs, and other Mayor’s Office teams are aligned on major initiatives.
  • Project & Portfolio Management
    • Oversee and monitor complex, high-visibility projects across the DMHHS portfolio.
    • Provide program administration and guidance on timelines, deliverables, and operational feasibility.
    • Anticipate regulatory processes and critical path items to prevent delays and ensure successful execution.
    • Support agency teams in developing streamlined schedules, budgets, and implementation plans.
  • Deputy Mayor Support
    • Manage aspects of the Deputy Mayor’s internal and external presence, including written materials, public engagements, and community-facing communications (in partnership with Communications).
    • Represent the Deputy Mayor at meetings, events, and community engagements as needed.

Requirements

  • Bachelor’s degree required.
  • At least 2 years of relevant experience in government, community services, policy, or related fields.

Preferred Skills

  • Deep knowledge of New York City’s social services ecosystem, including community-based organizations, advocacy groups, service providers, and neighborhood-level networks.
  • Demonstrated experience working directly with diverse communities, particularly those disproportionately impacted by health and social inequities.
  • Strong policy analysis and development skills, with the ability to translate community needs into actionable strategies and cross-agency initiatives.
  • Exceptional relationship-building and stakeholder-engagement abilities, including experience convening partners across government, nonprofit, and community sectors.
  • Proven success leading interagency or cross-sector collaborations, especially in areas related to health, human services, or community development.
  • Ability to navigate complex political and organizational environments with discretion, sound judgment, and a solution-oriented mindset.
  • Strong project management skills, including the ability to manage multiple high-visibility initiatives simultaneously and drive them to completion.
  • Comfort working in fast-paced, high-pressure settings, with the ability to anticipate challenges and proactively address barriers.
  • Excellent written and verbal communication skills, including the ability to prepare briefings, talking points, memos, and community-facing materials.
  • Ability to synthesize complex information quickly and provide clear, strategic recommendations to senior leadership.
  • Familiarity with data-driven decision-making, including the use of metrics to track progress and inform policy direction.
  • Experience working with or within government, particularly in roles involving community engagement, social services, or public health.
  • Commitment to equity, inclusion, and culturally responsive engagement in all aspects of policy and program work.

Pay

$115,000.00 – $115,000.00
