About the role
The Department of Economic Security, Child and Community Services Division (CCSD), is seeking an experienced and highly motivated professional to join our team as a Policy Analyst. This position is responsible for developing and drafting DES division administrative and operational policies and procedures applicable to the CCSD. The role involves monitoring changes in Federal and State legislation, identifying impacts on current policies, and ensuring existing policies remain current and relevant. The Policy Analyst consults with the Policy Manager, CCSD policy staff, subject matter experts (SMEs), and other partner DES agencies when drafting or revising policies and procedures. This position may offer the ability to work remotely within Arizona based on departmental needs and performance expectations.
Responsibilities
- Analyze and compile information from various sources, including State and Federal laws, Federal regulations, State administrative rules, stakeholder communities, and other governmental entities.
- Develop administrative policies and procedures in coordination with subject matter experts (SMEs), CCSD policy staff, and other partner DES agencies and personnel.
- Communicate and coordinate with internal and external stakeholders, tracking the development of policies and procedures.
- Ensure policies and procedures comply with applicable law, regulation, existing policy, and other guidance while meeting the needs of the Division, leadership, and clients.
- Assist in tracking and conducting regularly scheduled internal policy reviews, compliance audits, and revisions.
- Implement new Division administrative operational policies and procedures, including assisting with dissemination of information to personnel.
- Participate in policy and procedure implementation workgroups.
- Monitor and analyze new Federal and State legislation and amendments, assessing their impacts on existing legislation, policies, or procedures.
- Draft analysis of new Federal or State legislation or impacts of revisions on existing legislation.
- Work with and train managers and staff in the proper implementation of new or revised policies and procedures.
- Answer questions regarding administrative policies and procedures.
- Participate in cross-divisional and agency-wide special projects.
Requirements
- Bachelor’s Degree in Public or Business Administration, Political Science, Public Policy, or a closely related field and 2 years of experience researching, analyzing, coordinating, and writing policy documents; OR 4 years of equivalent experience.
- Knowledge of applicable federal and state statutes, legal codes, rules, regulations, executive orders, and departmental policies and procedures.
- Understanding of principles and practices of research, planning, and analysis.
- Familiarity with concepts of policy development and design.
- Experience with database updating and structuring.

- Possess and retain a current, valid, class-appropriate driver’s license.
- Complete all required training and pass all necessary driver’s license record checks.
- Maintain acceptable driving records and complete required driver training.
- If operating a personally owned vehicle on state business, maintain statutorily required liability insurance (per Arizona Administrative Code R2-10-207.11).
- Successfully pass background and reference checks; employment is contingent upon completion of this process.

Pay
$56,000 - $61,351 annually
