Police Officer (Traffic Investigator).
About the role
This position is designated "Mission Essential". In the event of severe weather conditions or other emergency situations (natural or man-made disaster), the incumbent is required to report to work or remain at work as scheduled. Shift work is required to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
Responsibilities
- Conduct collision investigations by interviewing witnesses, collecting evidence, and preparing findings reports in accordance with regulations.
- Recommend new traffic plans and programs to resolve recurring congestion and enhance safety on the installation.
- Provide testimony on traffic collision reconstructions to support criminal prosecutions and civil litigation.
- Coordinate joint investigations with local, state, and federal partners to ensure thorough evidence gathering in cases of concurrent jurisdiction.
- Guide other police officers at accident scenes to ensure proper investigative procedures are followed according to regulations.
Requirements
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary, the incumbent can be terminated with limited appeal rights.
- Must be able to obtain and maintain a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Must have successfully graduated, unless a waiver is approved, from the United States Army Military Police School Civilian Police Academy.
- Must have successfully graduated from a DoD, Federal, National, or State approved Traffic Management and Collision Investigation (TMCI) course or complete within one year of hire date.
- Completion of a pre-employment Physical Examination and an annual examination thereafter to ensure continued physical health and ability to perform the duties of the position.
- This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
- Must pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter and comply with requirements of the Individual Reliability Program (IRP).
- Must comply with requirements and maintain certification under the Individual Reliability Program (IRP).
- Must possess and maintain a valid state Driver’s License in one of the 50 U.S. states or possessions to operate vehicles.
- Must successfully pass certification and qualification requirements related to law enforcement work functions per policy, regulations, or statutes, including but not limited to weapons qualifications, first aid/CPR, and National Incident Management System (NIMS).
- Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- This position requires the use of chemical protection masks, gloves, and other associated equipment.
- Subject to provisional section 639 of PL 106-554 of the Omnibus Federal Budget Bill for Fiscal Year 2001 (Public Law 106-554) requiring federal agencies, including DoD, to remove any federal law enforcement officers convicted of a felony.
- Subject to the Federal and Department of the Army Drug-Free Workplace Programs, including pre-employment screening and random testing thereafter, as well as testing based on reasonable suspicion and due to direct involvement with an on-duty accident.
- Heavy lifting requirement of 50 pounds.
- Obtain and maintain Cyber work role requirements at assigned proficiency levels: Foundational qualification within 9 months, Resident qualification within 12 months, and 20 hours of Continuous Professional Development per work role code.

Specialized Experience: One year of specialized experience which includes:
- Applying basic laws, regulations, and law enforcement techniques to protect life and property;
- Assisting in conducting traffic investigations or collisions by taking statements, gathering evidence, or apprehending suspects;
- Preparing reports on case information and investigative findings.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
