About the role
THIS POSITION IS FOR COUNTY OF RIVERSIDE, DEPARTMENT OF PUBLIC SOCIAL SERVICES (DPSS) EMPLOYEES ONLY. The Riverside County Adult Services Division is recruiting for two Program Specialist II to fill vacancies in the Adult Services Policy Unit. One Program Specialist II will be responsible for policy related to the In Home Supportive Services (IHSS) and Cash Assistance Program for Immigrants (CAPI) programs and the other will be responsible for Adult Protective Services and Curtailing Abuse Related to the Elderly (CARE) Team policy. Both positions are located in Riverside.
Responsibilities
- The Riverside County IHSS program's goal is to enable elderly and/or disabled persons to remain safely in independent living as long as possible. This assistance is designed to allow persons to remain in their home rather than be placed in an institutional setting. This program currently serves approximately 11,000 consumers in Riverside County.
- The ideal candidate will have IHSS experience, be able to view policy in a logical and analytical manner in order to translate into County actions, be detail oriented, and thorough in approaching assignments, able to conduct research, and speak and write effectively, Knowledge of Eligibility programs a plus.
- The IHSS Program Specialist II is a technical expert and resource person for departmental personnel, in addition to leading work groups for policy development and must be able to work with all levels of staff both internal and external to the Department.
- The Adult Protective Services Program Specialist II provides social services interventions to disabled adults (ages 18 and older) and elders (age 65 and older) to alleviate physical, sexual and financial abuse, neglect, isolation, abandonment, abduction and mental suffering. In addition to excellent verbal and writing skills, the ideal candidate will have social work experience and a thorough understanding of social work practice. This Program Specialist II will need to combine regulatory directives with good social work practice in order to develop sound policy. Must be able to think logically, and be analytical in approach. Must be able to elicit and interpret input from various levels of staff and represent the Department in work groups both internal and external to the Department. It is highly desirable for candidate to possess a Masters Degree in Social Work (MSW).
Requirements
Experience: Two years experience within a governmental or nonprofit organization (i.e. Social Services, Human Services, Child Support Services, etc.) performing at least two of the following functions: collecting and organizing data, planning, research, analysis, reviewing and interpreting legislation and/or regulations i.e.: Social Services/Child Support or combination of experience to demonstrate the knowledge and ability required below. (15 semester or 24 quarter units in Public/Business Administration, Social/Behavioral Sciences and/or related coursework from a recognized college may substitute for six months of the required experience).
Qualifications
- Knowledge of: Principles, philosophies, and operations of social services and/or child support programs; the federal, State, and local social services and/or child support programs and their supporting legislation; available sources of social services rules and regulations; principles of organization, planning, research and analysis.
- Ability to: Interpret new and revised regulations and project possible and/or probable impacts to the department; develop, revise, and implement departmental operating policies and procedures; define organizational, procedural, and resource allocation problems; collect, organize, and evaluate pertinent data, define and validate conclusions, identify alternative solutions and project consequences of decisions and recommendations; may perform mathematical and statistical computations required for cost analysis, reports, and record keeping; prepare clear, concise, and complete reports, correspondence, directives, and manuals; speak effectively in groups and individual situations; establish and maintain effective line of communication and working relationships at all organizational levels; give and follow oral and written instructions; work in the presence of changing priorities and tight time schedules; operate a microcomputer and use a variety of applications software packages.
