About the role
Project Manager for the SLA Online Payments project within the Information Technology Services (ITS) agency. This role involves managing 3-5 simultaneous application development projects, including Commercial Off-the-Shelf (COTS) projects and in-house development, ensuring vendor delivery of version upgrades, installations, configurations, custom development, triage, troubleshooting, and testing while adhering to the Secure System Development Life Cycle (SSDLC).
Responsibilities
- Manage project execution and control, including creating and maintaining project budgets, schedules (MS Project), scope, status reports, communication plans, project management plans, and quality standards throughout the project lifecycle from initiation to closeout.
- Develop and manage formal project schedules in Microsoft Project or similar tools, tracking progress and variances against baselines using Waterfall, Agile, and Hybrid methodologies. Conduct scrum sessions and present schedule/status updates to ITS and client agency leadership.
- Develop, write, and manage detailed Scope Documents, review project deliverables, and oversee the deliverables acceptance process. Use scope and deliverable management to handle project change requests.
- Oversee project quality planning, quality assurance, end-to-end system testing, quality control, user acceptance testing (UAT), defect and metrics management, and quality governance.
- Lead multi-phased, high-visibility projects and report to the highest-level government IT projects in a State or Federal Agency, preferably involving licensing projects.
- Implement business process re-engineering and organizational change management projects (post-PMP experience).
Requirements
- 84 months (7 years) of experience as a Project Manager managing application development projects, including COTS and in-house projects.
- 84 months of experience managing project execution and control, including budgets, schedules (MS Project), scope, status reports, and communication plans.
- 84 months of experience developing and managing project schedules in Microsoft Project or similar tools, using Waterfall, Agile, and Hybrid methodologies.
- 84 months of experience developing and managing Scope Documents, deliverables, and change requests.
- 84 months of experience in project quality planning, assurance, testing (UAT), defect management, and governance.
- 84 months of experience managing high-visibility government IT projects, preferably in State or Federal agencies involving licensing.
- 36 months (3 years) of post-PMP project management experience in business process re-engineering and organizational change management.
- PMP certification required.
