About the role

Oversees large-scale, high-impact IT projects, ensuring effective cross-functional integration.

Responsibilities

  • Manage and lead multiple large, complex IT projects for US Government agencies as the project manager.
  • Develop and execute project plans, including management of Charter, Scope, Schedule, Cost, Quality, Communication, Change, Risk, Issue, and Resource management plans.
  • Manage project plans throughout the project management lifecycle from initiation through closeout.
  • Develop and manage formal project schedules in a project tracking tool (e.g., Microsoft Project), including tracking progress and variances against baselines.
  • Utilize Waterfall, Agile, and Hybrid methodologies; apply standard PM techniques (e.g., scrum sessions) to update project schedules; present schedule/status updates to leadership.
  • Develop, write, and manage detailed Scope Documents; review project deliverables; manage deliverables acceptance process; use scope and deliverable management to handle project change requests.
  • Conduct project quality planning, quality assurance, end-to-end system testing, quality control, user acceptance testing (UAT), defect and metrics management, and quality governance.
  • Manage COTS software implementation projects and/or in-house application development (SDLC) projects.

Requirements

  • 84 months of experience managing and leading multiple large, complex IT projects for US Government agencies.
  • Large, complex IT projects defined as those with budget over $500,000, duration over 12 months, multiple funding sources (including Federal and grant funding), management of third-party vendors and external stakeholders, multi-level project team organization, deployment to geographically diverse end users.
  • 84 months of experience developing and executing project plans with full lifecycle management.
  • 84 months of experience developing and managing formal project schedules in a tracking tool (e.g., Microsoft Project).
  • 84 months of experience developing, writing, and managing detailed Scope Documents and managing deliverables acceptance and change requests.
  • 84 months of experience with project quality planning, assurance, testing, and governance.
  • 48 months of experience managing COTS software implementation and/or in-house application development (SDLC) projects.
  • PMI-PMP certification.
  • Professional Scrum Master (Scrum.org) certification.
