About The Facilities Management Division

The Plumber II will be part of the Facilities Management Division. This Division of 109 staff provides for the care and maintenance of the Department's physical assets including facilities, pavement, fleet, and major building systems. With a budget over $13 million dollars, the division is responsible for facility condition assessments, major and minor maintenance programs, and serves as the primary support to the Department's Capital Improvement Projects (CIP). The division strives to achieve a balance between the upkeep of aging facilities and new construction by integrating CIP and major maintenance projects into the daily work program each year.

Examples of Important Duties

  • Plumbing Systems: Inspects, troubleshoots, repairs, and maintains plumbing, natural gas, and propane systems. Installs, repairs, and maintains circulatory pumps, irrigation systems, hot water exchange coils, and related equipment. Installs, tests, certifies, and repairs backflow prevention devices. Performs work in compliance with WSSC regulations and applicable codes.
  • Project Coordination: Reviews blueprints, plans, sketches, and technical drawings to plan and complete work. Coordinates inspections, utility locates, and other project activities. Performs plumbing work in support of facility renovations, capital improvements, and ADA accessibility projects. Transports tools, equipment, and materials to job sites as needed.
  • Leadership And Administrative Support: Assigns, trains, and reviews the work of Plumbers, Trades Apprentices, and maintenance staff. Receives and manages work orders for plumbing and gas-fitting projects. Maintains work orders, inspection records, and documentation in enterprise asset management systems. Reviews invoices, obtains vendor quotes, and tracks materials required to complete projects.

Important Skills and Characteristics

  • Knowledge of standard plumbing installation, maintenance, and troubleshooting practices.
  • Knowledge of WSSC plumbing and gas-fitting regulations, National Fuel Gas Codes, and applicable MOSH, OSHA, building, and fire codes.
  • Knowledge of water, sewer, natural gas, propane, air, and venting systems.
  • Skill in interpreting blueprints, plans, and technical drawings.
  • Skill in operating plumbing hand and power tools, testing equipment, and light construction equipment.

Preferred Qualifications

  • Experience installing, maintaining, and repairing natural gas and propane systems.
  • Experience testing, installing, and maintaining backflow prevention devices.
  • Experience installing gas lines for heating systems and hot water units.
  • Ability to read and interpret blueprints, building plans, sketches, and schematics.

Minimum Qualifications

  • High School diploma or Certificate of General Educational Development (GED).
  • Completion of an approved plumbing/gas fitting apprentice program or four (4) years of progressively responsible experience.
  • Two (2) years of experience at the journey level.
  • An equivalent combination of education and experience may be substituted, which together total six (6) years.
  • Valid Journey Plumber License and Gas Fitter Certification issued by appropriate local jurisdiction.
  • Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  • Depending on area of assignment, a valid Commercial Driver's License (CDL) with appropriate endorsements may be required.
  • Pass Commission medical examination.

Working Conditions

  • Occasionally performs work indoors and outdoors; exposure to varied weather conditions, confined spaces, heights, raw sewage, sewage odors, chemical odors and hazardous materials.
  • Must be available to work during emergencies.
  • Positions in this class occasionally remains in a stationary position, move about inside the office and outside, operate vehicles, tools and equipment, ascend and descend ladders and stairs, work at heights, position self to complete manual work, pull and use fingers to perform plumbing work, be able to view directions and numbers on equipment, move equipment, tools and objects weighing up to 75 pounds.

This position is based at the Green Farm Maintenance Facility in Gaithersburg, Maryland, with work performed at parks and facilities throughout Montgomery Parks. The six person team maintains and repairs park infrastructure that supports safe, accessible spaces across the park system.
