Role Overview

Cabot Corporation is seeking a Plant Environmental Manager to join the SH&E organization and leadership team onsite at the Franklin, LA facility. This role is ideal for someone with in-depth environmental expertise from the manufacturing industry who enjoys approaching challenges with a positive and proactive attitude.

Key Functions

  • Timely and accurate submission of the Title V and all other environmental permitting processes.
  • Facilitates the development and implementation of cost-effective programs and procedures that continuously increase overall awareness in the environmental area to eliminate undesired incidents at the site.
  • Works with the local management team to assure local compliance with all applicable plant, company, and governmental policies, procedures, regulations, and legislation.
  • Supports the Plant Management Team and Regional / Corporate SH&E to ensure environmental science concerns are identified and managed.
  • Reports directly to the Facility General Manager and has one direct report who they will lead and develop further.

Responsibilities

  • Ensure compliance with all federal, state, and local environmental regulations, permits, and reporting requirements related to air, water, waste, and chemical manufacturing operations.
  • Serve as the primary environmental liaison with regulatory agencies, including the EPA and Louisiana Department of Environmental Quality (LDEQ).
  • Manage the site's Title V Air Permit and all environmental permitting activities, including renewals, modifications, and permit-related compliance obligations.
  • Lead regulatory inspections, audits, and agency interactions, ensuring timely and effective responses to findings and inquiries.
  • Oversee environmental monitoring programs, including emissions testing, Continuous Emissions Monitoring Systems (CEMS), and reporting to ensure compliance with permit limits.
  • Evaluate capital projects, process modifications, and operational changes to identify environmental impacts, permitting requirements, and compliance risks.
  • Develop, implement, and maintain environmental compliance programs, training initiatives, and management systems, including Responsible Care® and RC14001® requirements.
  • Lead the investigation, reporting, and resolution of environmental incidents, ensuring effective corrective and preventive actions are implemented.
  • Drive continuous improvement in environmental performance, sustainability initiatives, and site environmental metrics to achieve corporate and regulatory objectives.
  • Establish environmental goals and provide technical guidance to plant leadership on regulatory requirements, compliance strategies, and environmental risk management.
  • Monitor emerging environmental regulations and legislation, assessing impacts to operations and implementing necessary compliance strategies.
  • Support reliable operation and optimization of air pollution control systems while building strong relationships with regulators, corporate environmental teams, and community stakeholders.

Qualifications

  • Bachelor/University degree in Environmental or Safety engineering or related fields.
  • 7+ years of related experience (i.e. Title V permitting, waste, water, air, etc).
  • Prior manufacturing experience is required.
  • Prior leadership/supervisory experience is desired.
  • Strong knowledge of environmental and safety sciences and practices.
  • Strong knowledge of national and local regulations.
  • Leadership and management skills; ability to motivate and oversee work of a professional staff.
  • Planning, organizational, and problem-solving skills.
  • Ability to negotiate with external stakeholders.
  • Strong written and verbal communication skills; conversational and written fluency in English.
  • Strong interpersonal skills in order to work collaboratively with others.
