About the Role

The Planning Supervisor is responsible for planning, scheduling and coordinating all aspects of work performed for United Water New Rochelle and United Water Westchester. This role is responsible for short- and long-term planning, administering management policies and directives, and training and evaluating staff on performance as it relates to planning and scheduling functions.

The Maintenance Planner improves workforce productivity and work quality by anticipating and eliminating potential delays through planning and coordination of all available resources including manpower, materials and equipment. The planning and scheduling function serves as the hub from which all known maintenance activity is coordinated—describing how a job is to be performed and what resources will be required. This position is the principal contact person between the Maintenance and Operations groups in relation to planning and scheduling daily work activities.

Responsibilities

  • Understand aspects of jobs within Operations group to describe what is to be accomplished and estimate required man-hours and resources.
  • Serve as principal contact and liaison person between T&D Department System Maintenance and Production, along with other supported departments.
  • Perform long-range planning through regular analysis of backlog relative to available resources to establish and sustain a proactive maintenance environment.
  • Handle short-range planning and scheduling including: initial job screening, analysis of job requirements, job research, detailed job planning, job preparation, materials needed/procurement, job scheduling and coordination, and daily schedule adjustment.
  • Manage full utilization and user training for current and future InFor database management systems for Westchester, tracking operational and financial information for management reporting.
  • Oversee system testing and implementation of integrated business systems used in decision making, coordinating all updates and system testing for the business unit.
  • Serve as the subject matter expert in maintenance management systems for above and below ground facilities systems.
  • Conduct weekly review of performance indicators (KPI) including schedule compliance, staff utilization, efficiencies, overtime, backlog and non-value added time; review next week's work schedule with department supervisors and company managers.
  • Report required Key Performance Indicators (K.P.I.s) weekly to department/company manager and general manager.
  • Prepare written technical reports and interact effectively with management, bargaining unit employees, regulators, consultants, municipal officials, health officers, customers, contractors, and the general public.
  • Monitor and adhere to departmental operational and capital budgets.
  • Organize workload to comply with deadlines and priorities; prepare and handle confidential correspondence and reports for management review.
  • Clearly communicate staff duties, responsibilities, work policies, rules and regulations.
  • Establish procedures for handling contingencies and emergencies, and plan for adequate staffing during emergencies and absences.
  • Maintain department records and files.
  • Participate in developing and implementing departmental operational scheduling and standard operating procedures.
  • Manage work in progress of private contractors to verify quality of work, accuracy and completeness of work, reports and invoices submitted to Westchester.
  • Provide assistance to the Engineering Department in prioritization of Capital Projects.
  • Provide control reports and progress graph charts for regular analysis and corrective actions.
  • Respond to emergency calls and work extended hours as needed; serve as a member of the Westchester On Call Team and participate in the Emergency On Call Rotation.
  • Provide support on special projects as assigned by the Manager of Asset & Workforce Management and/or Westchester's management team.

Qualifications

  • Bachelor's degree in business administration or related field preferred, or equivalent work experience.
  • Any combination of education, experience and training providing equivalent scope of knowledge, skills, and abilities necessary to perform the work.
  • 3-5 years related work in operations required.
  • Previous supervisory experience required.

Skills

  • Proficient computer skills (Microsoft suite, Google, Adobe, InFor, GIS, CC&B, HACH WIMS, PeopleSoft, etc.).
  • Familiarity with the "KEY" maintenance management system preferred.
  • Extensive knowledge with asset management/maintenance management (InFor) systems.
  • Superior interpersonal and communication skills with ability to develop and maintain good working relationships internally (management/bargaining group) and externally (local, county, state agencies).
  • Excellent management and organizational skills.
  • Ability to prioritize and work simultaneously on several projects.
  • Ability to operate effectively within a team atmosphere.
  • Strong analytical, statistical and data management skills.
  • Capable of shifting priorities frequently and effectively under pressure.
  • Demonstrated commitment to promoting a safe work environment.
  • Ability to read complex operations and financial reports, write detailed reports, prepare and deliver presentations, and analyze complex operational and technical challenges.

Pay

$90,000 to $100,000 per year.

Schedule

Must be able to respond to emergency calls and work extended hours as needed. The incumbent must be a member of the Westchester On Call Team and be part of the Emergency On Call Rotation.
