About the role
The Prince George’s County Department of Public Works & Transportation (DPW&T) is seeking a Planning and Operations Manager (Planner 5G) grade G29 in the Office of Highway Maintenance. This is a senior management-level, professional, and administrative position.
Responsibilities
- Develops programs, proposals, policies, and procedures to achieve Department goals, and provides administrative guidance to staff and supervisory personnel.
- Represents the Associate Director at meetings and operational events, and prepares executive reports, presentations, and decision memoranda.
- Develops annual and seasonal operating plans, and coordinates staffing, equipment, and resource deployment across OHM programs.
- Plans, delegates, monitors, and evaluates the activities and staff of the Administrative Division, including regular staff meetings on assignments, priorities, and policies.
- Prepares and administers the Annual Snow Operations Plan and establishes personnel and equipment schedules and databases for snow/ice removal assignments.
- Develops, processes, and administers snow/ice removal contracts, including contractor activation, deployment, and resolution of contractual issues.
- Conducts equipment and material inventories and prepares purchase requisitions for snow removal supplies, equipment, parts, and provisions.
- Led operational briefings and planning sessions with District Managers, Supervisors, Clerks, Equipment Operators, and contractors, and distribute route assignments.
- Makes operational recommendations to the Associate Director before and during storm events.
- Represents the Department at Council of Governments (COG) snow coordination meetings and serves as liaison between OHM and other Department/Agency managers.
- Leads the development, drafting, and administration of operational contracts, managing the full lifecycle from scope development through closeout.
- Manages contract finances, including invoice review, expenditure tracking, cost projections, and reporting of potential overruns to the Associate Director.
- Develops key performance indicators, maintains executive dashboards, and conducts workload and productivity analyses to support leadership decision-making.
Qualifications
- Master's Degree in Business or Public Administration, Urban and Regional Planning, Environmental Studies, Economics, Energy Policy, Urban Studies, Housing and Community Development, Public Health or closely related field.
- Four (4) years of responsible professional planning/program development experience in the area of assignment.
- Two (2) years of supervisory experience.
- Possession of a valid driver's license.
Preferred Qualifications
- Demonstrated experience managing the full lifecycle of operational contracts, including scope development, procurement coordination, performance monitoring, and budget/expenditure tracking.
- Experience leading operations or comparable emergency/seasonal response programs, including staffing plans, route assignments, and contractor coordination.
- Experience developing executive-level reports, performance metrics, or dashboards to support data-driven decision-making and operational planning.
