Planning Analyst

Hennepin County’s Department of Transportation Project Delivery is seeking a motivated and detail-oriented Planning Analyst to join our Transportation Planning team. In this role, you will support a wide range of planning activities that shape the future of our county’s transportation system.

About the role

This is a full-time, benefit-earning position internally classified as a Planning Analyst. The role involves contributing to Hennepin County Regional Railroad Authority (HCRRA) property management and agreement administration, as well as research, data analysis, project coordination, and the development of transportation plans and studies that improve mobility, safety, and accessibility for all residents.

Responsibilities

• Assist in Hennepin County Regional Railroad Authority property management and agreement administration related to property owned by the HCRRA.
• Coordinate and collaborate with internal groups, external agencies, and the public.
• Monitor, track, and resolve encroachments.
• Prepare and monitor leases and permits, including expirations, escalations, and restoration requirements.
• Review requests for new agreements, including construction or landscape plan review.
• Inspect property for maintenance issues and encampments and track using GIS data collection technology.
• Support long-range plan updates such as the transportation plan and modal plans.
• Support initiatives and data tracking as part of the Toward Zero Deaths implementation plan.
• Research and recommend policies and procedures related to Transportation Planning and HCRRA efforts.
• Perform administrative duties including mailing, scanning, filing, and invoice processing.
• Ability to visit county-owned rights-of-way and HCRRA-owned property and traverse vegetated or uneven surfaces.

Requirements

One of the following:

• Bachelor's degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, or urban/city planning.
• Related education and/or experience totaling four years.

Qualifications

• One year or more of relevant planning analyst experience.
• Experience with agreement preparation and management.
• Experience managing multiple projects and delivering results.
• Experience working closely with stakeholders and subject matter experts to ensure successful project completion.
• Experience with property management and agreement administration.
• Experience using Geographic Information Systems (GIS) applications, SharePoint, Bluebeam Revu, and FileNet.
• Proficiency with Microsoft Office suite and Adobe Pro/Adobe Sign.
• Experience with public processes and public infrastructure.
• Experience with policy analysis and preparation.
• Experience reviewing and analyzing vehicle, bike, and pedestrian crash data.
• Experience preparing memorandums or report sections for transportation planning documents such as transportation plans/studies, modal plans, comprehensive plans, or similar efforts.

Schedule

This position is hybrid, with work performed both on-site at the Public Works Facility (1600 Prairie Drive, Medina, MN 55340 or 625 South 4th Avenue, Minneapolis, MN 55415) and remotely as job duties require. Typical work hours are 8 a.m. to 5 p.m., Monday through Friday. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Hires must reside in or relocate to Minnesota or Wisconsin.
