About the Role

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. This position is subject to U.S. Department of Energy (DOE) regulation 10 CFR Part 810 (Part 810), which governs the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

The Project GIS Administrator and Integration Developer is responsible for administering, maintaining, and advancing the project's Enterprise ArcGIS (Portal) environment as the authoritative geospatial platform for the Poland AP1000 project. This role leads the development and processing of information gathered by the construction field—including drone/UAV imagery, LiDAR point clouds, and custom field-collected data—and integrates GIS with other digital tools to deliver a cohesive Common Data Environment (CDE). The role requires a firm understanding of the security implications of maintaining and operating an ArcGIS Enterprise solution, along with advanced proficiency in ArcGIS Servers, Enterprise GIS geodatabases, programming languages, and spatial analysis using ESRI-based and open-source products.

The ideal candidate will be involved in geospatial web application development, reality-capture data processing, and the design, development, and maintenance of GIS deliverables and services that support project execution and Project Information Management (PIM). Working closely with Engineering, Project Controls, Procurement, Construction, Digital Delivery, IT, and client teams, this role ensures geospatial information remains accurate, secure, discoverable, and interoperable across the project's digital ecosystem throughout the project lifecycle. Travel to the jobsite in Poland is required, up to 15% of the time.

Responsibilities

  • Enterprise administration (primary): Portal, ArcGIS Server (hosting + federated), Data Store, Web Adaptors; user accounts/roles/groups/sharing/permissions; publishing/optimizing feature, map, image, scene, and vector-tile services; plus supporting geodatabases (SQL Server / Oracle / PostgreSQL via ArcSDE, schemas, domains, branch versioning).
  • Operations & security: Deployments/upgrades/patches, performance tuning, capacity planning; backup/restore/DR; monitoring (ArcGIS Monitor); authentication, SSL/TLS, SSO, client security protocols; IT collaboration.
  • Reality capture: Drone/UAV program; LiDAR point clouds and photogrammetry into 3D models, orthomosaics, surfaces, and derived deliverables.
  • Field data collection: Field Maps, Survey123, QuickCapture, Collector; schema design, offline workflows, mobile methodology; capture/conversion/analysis, QC standards, data flow/storage/distribution.
  • Integration & CDE: Engineering, construction, project controls, BIM/VDC, document management, external sources; CDE and PIM; ISO 19650.
  • Development: Python/ArcPy geoprocessing; Experience Builder, Web AppBuilder, dashboards; ArcGIS Maps SDK for JavaScript; interfaces, APIs, ETL/FME.
  • Data management & cartography: Authoritative data/basemaps; Spatial Analyst, ArcToolbox, ModelBuilder + open-source; print/web cartographic products; metadata.
  • Geospatial SME & governance: Communicating to technical/non-technical users; troubleshooting via logs/queries; documentation; training; technical vision; industry standards.

Requirements

  • Bachelor's degree (or international equivalent) from an accredited university and at least 8-10 years of relevant experience, or in lieu of a degree, at least 12-14 years of relevant work experience.
  • A minimum of 5 years recent hands-on experience administering a production ArcGIS Enterprise deployment (Portal for ArcGIS, ArcGIS Server, ArcGIS Data Store, and Web Adaptors) is required, including responsibility for platform installation, configuration, security, upgrades, and day-to-day operations.
  • Must be able to pass nuclear security screening requirements and obtain and maintain unescorted access to a nuclear power facility.
  • Must be able to obtain a DOD Secret Security clearance.

Skills

  • Demonstrated hands-on experience deploying and administering ArcGIS Enterprise—Portal for ArcGIS, ArcGIS Server, ArcGIS Data Store, and Web Adaptors, including server federation, dedicated server roles, and multi-machine or high-availability configurations—covering enterprise security and single sign-on, version upgrades and patching, backup and disaster recovery, platform health and performance monitoring, web-service publishing, and user, license, and content administration, with a firm understanding of the security implications of operating in a controlled or regulated environment.
  • Experience across the Esri suite—including ArcGIS Enterprise / ArcGIS Server Advanced, ArcGIS Pro, ArcSDE, ArcGIS Experience Builder, ArcGIS Dashboards, ArcGIS Sites, and administering enterprise geodatabases and multi-user editing (Oracle, Microsoft SQL Server, or PostgreSQL, including versioning).
  • Demonstrated experience creating and maintaining enterprise web maps, map services, data-driven applications, project information portals, GIS content, and Python scripting.
  • Hands-on experience developing ArcGIS Experience Builder applications, ArcGIS Sites, web maps, dashboards, and enterprise GIS solutions to support project execution, field operations, and business decision-making.
  • Proficiency with a broad range of geospatial data formats, especially high-density 3D spatial data such as LiDAR and photogrammetry, including drone/UAV imagery workflows and processing point clouds into usable 3D models for existing-site and construction-progress documentation.
  • Experience with Esri field and mobile applications (e.g., Survey123, Field Maps, QuickCapture/Collector, and GeoBIM) and developing web-based GIS applications and dashboards.
  • Programming experience—Python (ArcPy) required, plus JavaScript, HTML, SQL, and the ArcGIS Maps SDK for JavaScript (PowerShell or similar automation desired)—and experience integrating GIS with CAD/BIM tools (e.g., AutoCAD, MicroStation, Revit, and Civil 3D) and with data modeling, conversion, and ETL software such as FME across a variety of vector and raster datasets.
  • Professional IT experience in Windows and Web Server administration, and knowledge of the principles of computerized information management—system design and analysis, programming tools and languages, databases, and network applications.
  • Knowledge of Esri geoprocessing tools, cartographic procedures, coordinate systems, projections, and mapping standards, and proficiency with Microsoft Office (Word, Excel, PowerPoint, and Visio).
  • Strong written and verbal communication skills, with English proficiency to collaborate with team members and stakeholders across multiple locations; self-motivated and proactive, with strong organizational skills and the ability to manage competing priorities in a collaborative, matrix-based environment.

Qualifications

  • A minimum of 5 years of hands-on ArcGIS Enterprise administration experience in a production environment is required, covering deployment and federation, security and access control, version upgrades and patching, backup and disaster recovery, and performance monitoring.
  • Experience as a GIS Administrator, GIS Developer, GIS Specialist, GIS Analyst, or a related role, with demonstrated capabilities in GIS.
  • Demonstrated experience processing reality-capture data (LiDAR point clouds and/or drone photogrammetry) into usable GIS and 3D products.
  • Python scripting experience for automating GIS tasks and large-scale data conversions.
  • Demonstrated ability to manage priorities and take on additional evolving responsibilities to engage and support project execution teams.

Preferred Qualifications

  • M.A. or M.S. in Geography, Computer Science, Engineering, GIS, or a related field.
  • GIS Professional (GISP) certification.
  • Prior knowledge of ESRI ArcGIS in the construction, EPC, energy, or nuclear industry.
  • Experience administering ArcGIS Enterprise in cloud-based environments (e.g., AWS/Azure), including DevOps and containerized (Kubernetes) deployments.
  • Experience with Oracle Spatial and SDE enterprise database management.
  • Experience developing topologically-robust networks and performing routing/service-area analysis with ESRI Network Analyst.
  • Experience integrating GIS with BIM/VDC workflows and the Project Information Model (PIM).
  • Experience creating cross-functional dashboards and reporting using Power BI or ArcGIS Dashboards.

Pay

Salary range: $123,400 - $178,500 annually (final salary offered is determined by education, experience, and qualifications of the applicant).
