Physical Readiness Program Instructor
Ho-Chunk Inc. Management Services (HCIM) is seeking a full-time Physical Readiness Program Instructor based at the U.S. Department of State, Foreign Affairs Security Training Center (FASTC) in Blackstone, VA.
About the role
The Physical Readiness Program Instructor will coordinate the administrative aspects of the program, including maintaining records and test scores, scheduling training and testing events, organizing equipment, and preparing training materials. The incumbent will also serve as an instructor in physical fitness, functional fitness, basic nutrition, injury prevention, and sports medicine care, planning, organizing, and presenting courses while evaluating training effectiveness.
Responsibilities
- Plan, organize, and provide basic and advanced fitness instruction and related physical readiness topics for domestic and overseas programs in all environmental conditions (indoor and outdoor). Topics include cardio/respiratory endurance, stamina, strength, flexibility, power, speed, coordination, agility, balance, accuracy, injury prevention, mobility work, and basic sports medicine care for exercise-induced injuries.
- Administer sponsored DS fitness programs in accordance with DS standards and policies.
- Perform Training Safety Officer/role player controller duties in supported tasks.
- Review established training objectives, lesson plans, training materials, and instructional methods prior to assigned courses.
- Comply with all Federal Law Enforcement Training Accreditation (FLETA) standards.
- Research and review current industry fitness standards related to the DS mission and introduce applicable information.
- Resolve problems occurring in the preparation for and during training.
- Evaluate training effectiveness to ensure objectives are met by reviewing trainee evaluations, instructor feedback, and personal observations.
- Identify needs for revision to course content, materials, or instructional methods to improve training curriculum effectiveness and quality.
- Evaluate the impact of planned or projected changes in DS physical readiness programs on existing content, materials, and methods.
- Recommend minor updates or complete curriculum reviews to the Physical Readiness Program Manager.
- Provide budget estimates for assigned courses and monitor fund expenditures for efficiency.
- Participate in curriculum review conferences as a subject matter expert in physical fitness/readiness, injury prevention, and instructional coaching techniques.
- Assist instructors in other physical readiness-related subjects and conduct practical exercises as needed.
- Present physical readiness/fitness briefings to a wide range of audiences, including senior officials.
- Establish and maintain liaison with law enforcement, security, military, government, and civilian organizations interested in physical fitness/readiness, emergency medical care, injury prevention, and instructional coaching techniques.
- Maintain proficiency in current physical fitness techniques, methods, and procedures through training sessions, seminars, and workshops.
- Assist in scheduling and planning classes by coordinating with program coordinators and other training entities.
- Assign instructors and test proctors to assist in training sessions and ensure training complies with legal and liability restrictions.
- Provide physical fitness briefings and submit training records in a timely manner.
- Record physical readiness test scores in the DSET QUALS database promptly.
- Serve as a subject matter expert for designing new training and evaluating new courses and instructional materials.
- Assist with equipment inventory and maintenance for assigned training programs.
- Maintain the DS Readiness Program global mailboxes for recording scores, scheduling tests, and fielding questions.
- Assist in communication and scheduling for Pre-hire PRT testing with HR, Field Offices, and Overseas Posts.
- Provide Fitness Center Orientations for any Fitness Centers under the Training Directorate.
- Maintain records of fitness center liability waivers and the Fitness Library Resource Database.
Requirements
- At least five (5) years of instructor experience.
- Minimum of five (5) years of relevant physical fitness training experience.
- High school diploma required; bachelor’s or associate degree in a fitness career field preferred.
- Bachelor’s Degree or higher in an accredited exercise science discipline, health science, or physical education-related discipline preferred.
- Current CPR certification or ability to attain it.
- Certified Personal Trainer (CPT) certification from a third-party accreditor recognized by the National Commission for Certifying Agencies (NCCA).
- Certification by the National Strength and Conditioning Association (NSCA) as a Certified Strength and Conditioning Specialist (CSCS) or the Strength & Conditioning Coach Certified (SCCC) through the Collegiate Strength & Conditioning Coaches Association (CSCCA).
- Minimum of five (5) years of experience developing long and short-range planning and coordination of sport/mission-specific performance programs for individual or groups of athletes at the collegiate, Olympic, professional, or tactical levels.
- Excellent people and organizational skills.
- Expert knowledge of physical fitness, functional fitness, basic nutrition, injury prevention, and sports medicine care.
- Familiarity with law enforcement/military fitness training and testing methods preferred.
- Ability to analyze, predict, and preclude situations to ensure safe training.
- Ability to establish and maintain liaison with personnel at all levels to plan and coordinate responsibilities.
- Strong oral and written communication skills for presenting training to diverse audiences.
- Knowledge of adult learning principles, course development, instructional presentation methods, and evaluating training effectiveness.
- Comprehensive knowledge of advanced concepts, principles, and practices for physical readiness training.
Work Environment
- Operates in a professional office environment, routinely using standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
- Must remain in a stationary position 75% of the time and occasionally move about inside the office.
- Constantly operates office productivity machinery and expresses or exchanges ideas verbally.
- Frequently moves standard office equipment up to 25 pounds.
- Works indoors 90% of the time but may require work in unpleasant or adverse environmental conditions, such as extreme heat and cold.
- Requires regular and recurring physical and mental exertion, long periods of standing and walking, periodic heavy lifting, and irregular hours.
- Regularly required to talk or hear, stand, walk, use hands to handle or feel, and reach with hands and arms.
Schedule
- Full-time position, typically Monday through Friday, 8:00 a.m. to 5:00 p.m.
- Evening and weekend hours required as needed by business demands.
Travel
- Primarily local travel during the business day, with occasional out-of-area and overnight travel.
- Periodic travel to the Washington, D.C. area and occasionally to other areas within and outside the United States.
Security Clearance
- Must be a U.S. citizen.
- Must possess or be able to obtain and maintain a Secret security clearance.
