Physical Plant Project Consultant - State Program Administrator Coordinator

About the role

The Minnesota Department of Corrections (DOC) is seeking a Physical Plant Project Consultant to serve as the primary strategic infrastructure liaison during the phased closure and decommissioning of the Minnesota Correctional Facility (MCF) - Stillwater. This position evaluates physical plant concerns, manages asset preservation, reviews large-scale technical blueprints, and tracks capital project expenditures to ensure the safety, health, and comfort of staff and incarcerated persons, and the physical structure is preserved.

This is a temporary unclassified position that may last up to three (3) years during the phased closure and decommissioning of the Minnesota Correctional Facility (MCF) - Stillwater.

Responsibilities

• Serve as the primary strategic infrastructure liaison during the phased closure and decommissioning of MCF-Stillwater.
• Evaluate physical plant concerns and manage asset preservation.
• Review large-scale technical blueprints.
• Track capital project expenditures to ensure safety, health, and comfort of staff and incarcerated persons.
• Ensure the physical structure is preserved.

Requirements

• Four (4) years' experience managing physical plant operations, facilities management, or construction management including developing and managing budgets and financial analysis. (Note: a Bachelor’s degree in construction management, facilities management, or a related field can be substituted for one (1) year of experience.)

Qualifications

The following qualifications are strongly desired:

• Five (5) or more years' experience managing physical plant operations, facilities management, or construction management in a correctional environment.
• Program and project management skills, including planning and oversight of complex technical initiatives.
• Experience with short- and long-range planning principles.
• Knowledge of state purchasing and contracting laws, policies, and practices.
• Experience in analyzing and implementing end-of-life cycle initiatives within capital infrastructure.

Physical Requirements

• Completion of pre-placement physical components may be required, including tuberculosis screening, commercial driver’s license (CDL) drug test, and/or respirator clearance.
• The selected finalist may be required to review and sign a Physical Demands Analysis (PDA) for this position.

Additional Requirements

• The selection process may include screening the top candidate(s) on criminal history, predatory offender registration, offender associations, and/or other applicable background information.
• Top candidate(s) must pass a criminal history check, including successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
• Employment history/reference checks, including incidents of sexual harassment, will be conducted.
• New employees will be fingerprinted within the first 30 days of employment.
• The Minnesota Department of Corrections does not participate in E-Verify and will not sponsor applicants for work visas, including F-1 STEM OPT extensions.
• All applicants must be legally authorized to work in the United States.

Pay

$37.91 - $56.39 / hourly; $79,156 - $117,742 / annually

Schedule

• Day Shift: 7:00 am - 3:30 pm
• Days of Work: Monday - Friday
• Full-time, limited (temporary) position
