QuarterLine (QL), a Planned Systems International (PSI) company, is seeking a skilled and compassionate Phlebotomy Technician to join our dynamic healthcare team at Tripler Army Medical Center in Honolulu, Hawaii. The ideal candidate will provide meaningful, hands-on care for service members and their families in a collaborative, team-oriented environment.

About the Role

This position involves screening and registering blood donors, conducting health histories, vital signs, and eligibility assessments in compliance with FDA, AABB, GMP, and military blood program standards. Responsibilities include performing whole blood collection, apheresis, and therapeutic phlebotomy, as well as monitoring donors for adverse reactions and providing first aid or CPR as needed. The role ensures accurate documentation, specimen handling, component processing, equipment operation, quality control, and proper storage of blood products to maintain safety and regulatory compliance.

Duty Location: Tripler Army Medical Center, HI and surrounding area. No telework allowed.

Responsibilities

  • Performs donor registration and personal interviews to obtain medical histories and visual inspections of blood donors, ensuring compliance with FDA, AABB, GMP, and Armed Services Blood Program standards.
  • Documents medication, medical conditions, and travel to determine donor eligibility based on Standard Operating Procedures and regulatory guidelines.
  • Screens volunteer blood donors, autologous, and therapeutic patients to ensure blood safety prior to donation.
  • Takes vital signs (temperature, pulse, blood pressure), checks hemoglobin/hematocrit levels, and ensures donor eligibility with no more than one unacceptable donor collection per month.
  • Draws blood samples on adults, reviews collection kits, selects venipuncture sites, and ensures contamination-free procedures.
  • Performs apheresis procedures, including donor history, vital signs, and second assessments of donors.
  • Conducts whole blood collection, plasmapheresis, and plateletpheresis with a 95% or greater success rate.
  • Monitors donors during donation for adverse reactions (e.g., lightheadedness, fainting, convulsions) and administers first aid or CPR as needed.
  • Operates and performs maintenance on blood bank equipment (centrifuges, hemoglobin instruments, blood mixer scales, hematology analyzers, segging machines).
  • Processes whole blood units into components, strips segments, weighs, and stores units with minimal error (less than two instances of unit loss per year).
  • Prepares whole blood collection kits and assists with mobile drive set-up and teardown.
  • Uses blood bank computer systems to enter donor registration, history, blood/component preparation, test results, labeling, and inventory control.
  • Prepares collected samples for shipment and infectious disease testing.
  • Lifts up to 50 lbs. (equivalent to one full human blood box) and stands for prolonged periods.

Requirements

  • High school diploma or equivalent and completion of an accredited donor phlebotomy program.
  • U.S. citizenship required.
  • Certification/registration from the American Society for Clinical Pathology (ASCP) or AMT.
  • Basic Life Support (BLS) certification.
  • Documentation of required physical examination and tuberculosis (TB) screening.
  • Compliance with immunization, annual vaccination, and health requirement documentation.
  • Ability to lift 50 lbs. and stand for prolonged periods.

Schedule

Consists of eight (8) to twelve (12) workday hours between 0600 and 1800, not exceeding a total of forty (40) hours per week from Sunday through Saturday.
