PFE-WF Group Leader (Nuclear Facilities Engineering Manager 4)

About the Role

Join an innovative team supporting plutonium production in defense of our nation. The Plutonium Facilities Engineering (PFE) Division develops, maintains, and applies a diverse set of nuclear facility engineering capabilities to provide innovative solutions enabling the Laboratory's scientific and national security mission. We are seeking a Nuclear Facilities Engineering Manager 4 (Group Leader) to lead the Waste Facilities Engineering Group (PFE-WF) in support of the Laboratory's mission, including leading and executing group initiatives and management.

Responsibilities

• Ensure technical deliverables comply with applicable federal, state, and local laws, regulations, codes, and standards.
• Assign nuclear facility engineers to provide technical support and oversight for all vital safety systems and facility support systems within the PFE HC-2 & 3 nuclear facilities.
• Assign qualified engineering resources to support projects being designed and implemented within the facility.
• Ensure all technical deliverables are developed in accordance with LANL Conduct of Engineering (COE) policies and procedures.
• Provide leadership in system health reporting, vital safety system assessments, engineer qualifications, and resolution of engineering-assigned issues, ensuring timely completion and maintenance.
• Participate in forecasting staffing requirements, developing and managing budgets, monitoring performance, and initiating personnel actions when necessary.
• Ensure safety processes, policies, and practices are followed by assigned personnel to support worker and facility safety.
• Provide nuclear design-engineering services to ensure facilities are designed, constructed, modified, and maintained to satisfy customer needs and expectations in a cost-effective, safe, and compliant manner.
• Serve as Facility Design Authority Representative for assigned facilities to ensure proper reviews are conducted for changes, the safety basis for the facility is maintained, and facility configuration is properly reflected in technical baseline documents.
• Communicate with all levels of internal and external customers to define and recommend cross-organizational operational objectives.
• Assist the division leader in developing specific short-term and long-term plans and monitor progress to ensure long-term objectives are attained and customer requirements are met.
• Ensure daily open communication with workers (including subcontractors) to promote an environment where workers feel comfortable bringing errors, system weaknesses, and issues to management attention.
• Provide technical and administrative oversight to ensure compliance with nuclear facility requirements, Conduct of Engineering (CoE), and Configuration Management (CM) program requirements.
• Ensure design, project, and drafting engineering personnel comply with applicable federal, state, and local laws, regulations, codes, and standards.
• Provide leadership in the resolution of technical and personnel issues.

Requirements

• Bachelor's Degree in an engineering discipline from an accredited institution and 8 years of related experience; or an equivalent combination of education and experience directly related to the occupation.
• DOE O.426.2A: Requires a BS degree and 4 years of nuclear experience (job-related experience may fulfill 3 of the 4 years of nuclear experience).
• Demonstrated leadership and innovation in managing an engineering organization.
• Expert knowledge and experience in engineering and administration for facility projects, ongoing operations, and maintenance within nuclear facilities.
• Record of leading a technical organization/work in support of nuclear facilities, including operations, maintenance, systems engineering, safety basis, and projects to establish and continuously improve conduct of engineering implementation.
• Demonstrated success in effectively interfacing with all levels of contractor management, NNSA/DOE staff, DNFSB staff and board members, and occasionally members of the public.
• Demonstrated capability in successfully developing internal and external customer relationships and achieving a high degree of customer satisfaction.
• Expertise in negotiation with customers and support organizations and resolving conflicts.
• Experience in developing and implementing design-related processes, configuration management, engineering document control, schedules, and cost estimates.
• Working-level experience and knowledge of DOE Orders and Standards related to engineering in support of nuclear facility engineering, maintenance, projects, and operations.
• Demonstrated experience related to the development and implementation of in-house engineering standards, master specifications, and Conduct of Engineering for facility operations and maintenance.

Desired Qualifications

• Extensive knowledge of LANL activities and nuclear operations, including project execution and management, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance.
• Knowledge/experience of LANL Engineering Standards Manual, LANL Conduct of Engineering procedures, and DOE Orders and Standards related to nuclear facility design, construction, and project management.
• Qualification as a Design Authority or Facility Designated Design Authority in a DOE nuclear facility.
• Professional license (PE) in an engineering discipline from a recognized licensing board.

Schedule

This position may require 24/7 coverage, which could involve working a shift/weekend schedule. Employees may be eligible for shift differential pay when assigned by their manager. Shift/weekend assignments are at the discretion of the manager.

Work Location

This position will be physically located in Los Alamos, NM. All work locations are at the discretion of management.
