About the role

Independently develop various types of manuals, forms, instructions, and related documentation to facilitate operation of the FBI Security Program. Participate in special projects such as planning the implementation of new or revised programs. Conduct exhaustive checks in accordance with the FISs, Federal guidelines, policies, and procedures.

Responsibilities

  • Demonstrate innovative and imaginative approaches to problem-solving that enhance the quality and quantity of relevant data recovered in assigned cases.
  • Request, receive, scrutinize, and analyze FBI Investigative files and related material to determine, isolate, develop, and extract identifying or linking information, matching records, questionable elements, and viable avenues of investigative pursuit.
  • Analyze material to detect misrepresentations, criminal or immoral conduct, signs of mentally disabling illness, associations with hostile intelligence individuals or organizations, or any information indicating a security risk.
  • Conduct critical analysis of incoming material outlining sensitive security concerns to determine merit for granting, continuing, or revoking security clearances and access authorizations.
  • Provide on-the-job training, instruction, guidance, and advice to lower-grade specialists; assist in resolving issues encountered during case processing.
  • Assist Unit Chiefs (UCs), supervisors, or Government Program Managers (GPM) in providing direction for particularly sensitive or complex cases, which may be reassigned for resolution.
  • Review cases and routine correspondence prepared by specialists for transmittal authorization by the Government lead.
  • Provide direct support to the administration of the FBI Security Program by participating in the direction of highly sensitive and complex security assessment investigations and rendering adjudication recommendations.
  • Act as a technical expert in one or more security programs, serving as an assistant to a program manager and providing expert advice in formulating and implementing policies and procedures.
  • Prepare in-depth summaries of pertinent data and compose correspondence to appropriate Field Offices (FOs) to initiate investigations.
  • Define security vulnerabilities, recommend investigative leads, and advise on any restricting regulations or instructions that may impact the investigation.
  • Coordinate with FBI Divisions on foreign nexus concerns to exploit intelligence for adjudicative determination recommendations.
  • Provide high-risk analysis of investigations to support Government leads in making security and suitability determinations.
  • Evaluate reports of investigations, personnel files, and other records to recommend suitability or security determinations.
  • Recommend whether security clearances should be granted, denied, revoked, or suspended.
  • Recommend and coordinate polygraph examinations or interviews based on data analysis, and compose communications to initiate these actions.
  • Correlate and assimilate all data to prepare formal written analyses of security concerns, vulnerabilities, risks, and resolutions.
  • Provide recommendations for adjudication decisions considering the "whole-person" concept, security risks, and FBI staffing needs.
  • Coordinate investigative activity and information gathering between FOs, Legal Attaches, other Government agencies, and private industry.
  • Make appropriate contacts to provide guidance, obtain and relay information, and resolve complex problems or conflicting information.
  • Identify and report undesirable trends, keeping the Government lead informed of developments.
  • Conduct or participate in security briefings as required by individual situations.
  • Ensure FBI employees and contractors are advised of potential security risks and properly debriefed as necessary.
  • Process assignments independently for all aspects of investigations and preparation of finished reports.
  • Apply general policy in initiating actions or providing information to FOs for resolving unusual problems; consult Government lead on inherently governmental policy matters.
  • Ensure all work products submitted to the Government lead are technically accurate and ready for disposition.
  • Analyze results of investigations, interviews, and polygraph examinations to ensure all issues are resolved and gaps addressed.
  • Ensure cases are handled in compliance with FBI policies and legal requirements.
  • Determine the adequacy of reporting information to develop leads and provide guidance during investigations.
  • Adhere to DOJ Orders and FBI regulations affecting background investigations.
  • Perform all duties associated with Level IV as necessary.

Requirements

  • Active Top Secret US Government Clearance (US Citizenship required to maintain clearance).
  • Technical training or certification as an investigator and/or adjudicator.
  • Bachelor’s Degree.
  • Eight (8) plus years of experience in Federal Law Enforcement (LE) or ten (10) plus years in the personnel security field; prior security management experience preferred.
  • Demonstrated oral and written communication skills for conducting interviews, security briefings, and preparing written analyses and recommendations.
  • Thorough knowledge of indices systems, record check systems, and file review processes.
  • Demonstrated analytical ability to analyze investigative reports and develop information regarding security vulnerabilities and investigative leads.

For former Federal Law Enforcement (LE) Personnel Security Specialists, the following minimum experience is also required:

  • The most recent five years of experience must be directly related to analyzing investigations, record checks, and other information for making written records of accuracy and completeness.
  • Experience conducting record checks using IC and third-party IT systems; preparing clear, concise written reports; and making effective recommendations for personnel security adjudications.
  • Experience conducting open-source Internet checks in support of investigations.
  • Experience conducting, directing, or evaluating Top Secret/Secret investigations, with preferred experience in counterintelligence, counterterrorism, criminal matters, and personnel security investigations.
  • Demonstrated skills and knowledge regarding criminal and civil law, procedures, and enforcement operations.
  • Documented experience planning, organizing, administering, and coordinating the full spectrum of investigative activities.
  • Experience serving as a senior investigator responsible for planning and directing broad investigations of national or international scope.
  • Experience providing administrative and technical supervision over a staff of journeyman-level criminal investigators.
  • Recognized authority in the investigative field, with experience representing an organization at conferences, meetings, and presentations.
