About the role
The Personnel Security Specialist supports the DOE and reports to the Program Manager. This position is 100% on-site and is pending funding/award.
Responsibilities
- Support the implementation of the U.S. Department of Energy (DOE) Personnel Security Program, including Security clearances and special access processing, adjudication of investigative reports or other security-related information.
- Administer the Human Reliability Program (HRP).
- Manage the Administrative Review process.
- Manage the Personal Identity Verification (PIV) Program in accordance with Homeland Security Presidential Directive 12 (HSPD-12).
- Ensure clearance paperwork is completed in a timely manner and documentation of all associated clearance paperwork is accurate.
- Provide assistance in the use of applicable DOE personnel security databases, and others to ensure accurate clearance activity for HRP, security clearance holder, PIV holder, and/or applicant for security clearance in a timely manner.
- Provide assistance to prepare draft and final correspondence, including security-related forms, letters, and memorandums related to security clearance activities.
- Provide assistance to review for completeness and process security clearance-related documents.
- Provide assistance for the duplication of security records, including personnel security files.
- Support various security initiatives, such as administrative review, psychiatric evaluations, and special program clearances.
- Provide assistance in preparing security documents in electronic format (compact disc) for submittal to DOE-Headquarters.
- Develop the Project Scanning Plan to include the following:
- Prepare a schedule for disposition of paper files.
- Determine the number of files.
- Arrange for encrypted hard drives for files to be saved on.
- Determine metadata requirements.
- Scan hard copy documents into databases.
- Operate the personnel security clearance processing center.
- Maintain the Foreign National Access Program (FNAP) to include routing visits/assignments for approval and maintaining records.
- Coordinate with DOE contractor FNA personnel to include Pacific Northwest National Laboratory (PNNL), Hanford Mission Integrated Solutions (HMIS), and Bechtel: Engineering, Construction & Project Management (BNI) as appropriate in the approval of RL visits/assignments to their facilities.
- Avoid approving FOCI actions from HMIS in IDMS.
Requirements
- Minimum five years clerical/administrative experience with one year in security and/or customer service is required.
- Prior Hanford experience is beneficial.
- High School diploma.
- Prior experience in personnel security or other security field, not required, but preferred.
- Possess computer skills, data entry accuracy, ability to multitask using multiple systems.
- Capable of analytical and problem resolution skills.
- MUST maintain confidentiality.
- Excellent verbal, written and organizational skills.
- This is an access authorization (clearance) position requiring U.S. Citizenship and a full background investigation.
- Must be able to obtain and hold a DOE Q Access Authorization within the federal government.
Pay
Pay Range: $34 - $37 per hour
