PERSONNEL CLERK I

Two Personnel Clerk I vacancies are open: one full-time temporary (limited-term) position with the Department of Environmental Services in Kapolei, and one full-time permanent position with the Honolulu Police Department in Honolulu.

Responsibilities

  • Prepare and process personnel transactions: new hires, transfers, promotions/demotions, reallocations, resignations, leaves, temporary assignments, suspensions, etc.
  • Audit payroll and leave forms.
  • Prepare and process forms for medical insurance, personal history statements, workers’ compensation, etc.
  • Prepare and distribute vacancy announcements; perform preliminary checks.
  • Monitor selections to ensure timeliness and conformance with established rules and regulations.
  • Advise departmental staff and the public on bargaining-unit contracts, memoranda of agreement, class data, and Civil Service/Federal/State employment laws, rules, regulations, and policies.
  • Perform other related duties as assigned.

Requirements

  • At time of application, must be a citizen, national, or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
  • Equivalent to graduation from high school. Responsible work experience may substitute for education.
  • Three years of clerical experience, one of which must involve personnel-related activities.
  • Possession of a valid Type 3 (automobile) driver’s license.

Qualifications

  • Knowledge of personnel transactions, procedures, and recordkeeping methods.
  • Knowledge of office practices, procedures, and standard office equipment.
  • Ability to interpret laws, rules, regulations, policies, and bargaining-unit agreements.
  • Ability to deal tactfully with employees and the public.

Substitution: Business school or college credits may substitute year-for-year for up to two of the three years of general clerical experience; one year of personnel-related experience is required and cannot be substituted.
