Position Summary Mesabi Metallics is seeking an experienced Permitting Manager – Air Quality to support environmental permitting activities for the Company's Direct Reduced Iron (DRI) and Integrated Steel Plant projects. Reporting to the Head of Permitting, this role will be responsible for leading air permitting strategy, regulatory approvals, and compliance activities supporting engineering, construction, commissioning, and operational readiness. The Permitting Manager – Air Quality will serve as the technical lead for air permitting matters, working closely with engineering, project management, EPC/EPCM contractors, operations, EHS, and regulatory agencies to ensure permitting requirements are effectively integrated into project execution. This individual will play a critical role in obtaining and maintaining permits necessary to support successful project delivery while ensuring compliance with all applicable federal, state, and local environmental regulations. Job Responsibilities Lead air permitting activities for DRI, integrated steel manufacturing, mining, and related industrial facilitiesDevelop and execute permitting strategies supporting project development, engineering, construction, and commissioning activitiesPrepare, review, and manage air permit applications, permit modifications, renewals, and regulatory submissionsSupport permitting activities associated with Prevention of Significant Deterioration (PSD), New Source Review (NSR), Title V Operating Permits, and other applicable regulatory programsCoordinate emissions inventories, emissions calculations, air dispersion modeling activities, and technical evaluations in collaboration with engineering teams and environmental consultantsEvaluate air pollution control technologies and ensure environmental requirements are incorporated into facility design and equipment selectionCollaborate closely with engineering, project management, construction, operations, utilities, and EHS teams throughout project executionServe as the primary technical liaison with federal, state, and local regulatory agencies regarding air permitting mattersMonitor permitting schedules, regulatory commitments, and project milestones to support overall project executionIdentify permitting risks, regulatory changes, and potential project impacts while developing mitigation strategiesSupport Environmental Impact Assessments (EIA), environmental studies, and regulatory reviews as requiredParticipate in environmental audits, compliance reviews, inspections, and continuous improvement initiativesMaintain accurate permitting documentation, regulatory correspondence, compliance records, and reporting requirements Skills And Qualifications Bachelor's degree in Environmental Engineering, Chemical Engineering, Environmental Science, Civil Engineering, or a related field requiredMinimum of 8+ years of experience supporting air permitting, environmental compliance, or regulatory affairs within large industrial facilitiesExperience supporting major capital projects utilizing EPC or EPCM delivery models preferredExperience within steel, mining, metals, manufacturing, energy, chemical processing, cement, or other heavy industrial environments strongly preferredStrong knowledge of Clean Air Act regulations, PSD, NSR, Title V permitting, emissions inventories, and air quality compliance requirementsExperience coordinating emissions calculations, air dispersion modeling, stack testing, and emissions monitoring programs preferredFamiliarity with air pollution control technologies and industrial process emissionsExperience working directly with environmental regulatory agencies and external environmental consultantsStrong project management, analytical, organizational, and technical writing skillsExcellent communication and stakeholder management abilities with cross-functional project teams Physical Requirements Ability to travel to project sites, contractor offices, regulatory agencies, and consultant locations as requiredAbility to work in industrial environments while following all applicable safety requirementsAbility to participate in field inspections, project meetings, and construction coordination activitiesAbility to remain stationary for extended periods while reviewing technical documents and preparing regulatory submissions Mesabi Metallics Company LLC is an equal opportunity employer and values diversity in the workplace.
