About the Role
The People Operations Business Partner (POBP) supports the entire people operations function on-site and remotely across the segment under the direction of the Director, People Operations. This role aligns business objectives with people operations goals to drive employee programs and engagement, covering onboarding, employee relations, compliance, benefits administration, leave coordination, training, and performance management. The successful candidate will be a strong communicator who exercises good judgment, takes ownership of site activities, and instills trust.
Responsibilities
- Support management on employee relations issues, including coaching on performance reviews, feedback, leave and accommodation requests, and conflict resolution.
- Partner with managers on employee terminations, grievances, and performance or policy concerns, collaborating closely with the Director of People Operations.
- Coach and counsel employees and managers through mediation and conflict resolution.
- Spearhead site and segment engagement initiatives.
- Develop and deliver leadership, professional development, and role-specific training based on business needs.
- Assess learning needs, identify skill gaps, and recommend targeted learning solutions.
- Track training participation, effectiveness, and completion metrics for compliance and continuous improvement.
- Administer the annual performance review process, ensuring timely communication and project completion.
- Support segment-wide benefits initiatives, partnering with corporate Benefits to ensure accurate communication and coordination, including open enrollment.
- Assist in benefits communication efforts, such as annual open enrollment messaging, FAQs, and updates.
- Maintain working knowledge of ERISA, COBRA, HIPAA, ACA, and other key regulations to support compliance and respond to employee inquiries.
- Provide clear guidance on benefit programs, plan features, and resources, escalating complex questions as needed.
- Support employees with leave of absence/FMLA requests, ensuring proper paperwork and addressing questions.
- Maintain HRIS database by entering new hire/contractor data, updating records, and generating reports.
- Assist with HRIS troubleshooting, resolving system issues, and escalating technical problems.
- Maintain and enhance HRIS data integrity through regular audits and validation.
- Support HRIS optimization by identifying process improvements and recommending configuration updates.
- Review and submit invoices to finance for payment.
- Generate department reports, activity updates, and metrics for the management team.
- Ensure legal compliance with Affirmative Action, E-Verify, Veterans & Disability, FLSA/Wage & Hour, Worker’s Compensation, and FMLA, including required postings.
- Assist in developing and maintaining the company’s Affirmative Action program and prepare legally required government reports (EEO, VETS, etc.).
- Provide input in the development of employee policies, procedures, and manuals.
- Conduct activities to support company objectives through an efficient workforce with good morale.
- Assess and strategize learning and development opportunities for the segment, partnering with specialists as needed.
- Act as a credible HR resource for employees and managers.
- Partner with the People Operations team on key initiatives.
- Conduct exit interviews, compile data, identify trends, and suggest mitigations.
- Maintain a positive work environment and corporate culture through professional and courteous conduct.
- Assist with on-site interviews, including greeting candidates, answering questions, and providing tours.
- Organize and coordinate site events and special projects.
- Perform other duties as assigned to support the People Operations team and Comtech facilities.
Requirements
- Required to work onsite each day to support a manufacturing facility.
- Flexibility to provide support during off-business hours as needed.
- Experience with ADP WFN is a plus.
- Prior experience in a manufacturing and/or engineering environment is preferred.
- Occasional travel may be required.
Qualifications
- A minimum of three to five years in the human resources field, with at least three years in a Generalist/Business Partner role.
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- SHRM-CP or PHR certification is a plus.

Pay
The pay range for this position is $103,000 - $129,000. Final compensation will be based on role, level, skills, experience, and geographic location.
Additional Information
This position requires compliance with Comtech’s Drug-Free Workplace Program. Candidates must successfully complete a pre-employment drug screening as a condition of hire.
