About the role
This position is located in the State's central accounting division which serves as the central, statewide point of coordination and control for all payroll or voucher/contract pre-audit activities; and exercises authority for final approval of payments for all Executive branch departments in the State of Hawaii. The position may also exercise authority and final approval for payroll or voucher/contract payments for counties or other jurisdictions.
Responsibilities
- The work involves the interpretation of State and federal laws, rules and regulations;
- The establishment, monitoring and update of controls to ensure proper examination of expenditure claims for propriety and legality;
- Certification of claims relative to the expenditure of State funds for payroll, voucher/contract claims;
- Coordination with information technology personnel and others to update and maintain the State's central payroll or vouchering system.
Requirements
- To qualify, you must meet all of the following requirements:
- Legal Authorization To Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
- Education: A bachelor's degree from an accredited four-year college or university.
- Experience: Three and one-half (3-1/2) years of progressively responsible work experience or a combination of the following: Work experience which involved the analysis, verification, and/or authorization of claims for the expenditure of funds for payroll, voucher contract, or other claims for completeness, accuracy, legally, and propriety; or OR Professional accounting or auditing work experience.
- Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted.

- Transportation Benefits: Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.e. eligible parking fees, monthly bus passes for TheBus, fare coupons for The Handi-Van, Vanpool Hawaii participation fee, etc.) through pre-tax payroll deductions.
- Deferred Compensation: The State offers employees a voluntary pre-tax retirement savings plan designed to give employees a tax break today and an opportunity to build a retirement nest egg through voluntary payroll deductions.
- Sabbatical leaves with pay are available for qualified employees.
- Travel Expenses: The State may pay for certain business related travel expenses including mileage reimbursement for use of a personal car during work, airfare, meals and lodging expenses for trips to neighbor islands or out of state.
- Incentive & Service Awards: The State has a program that recognizes employees for their years of service and provides cash awards for their superior accomplishments and other contributions that improve State operations.

$6,393 to $7,778 per month (SR-24, Step D to I)
